'r~., Tuesday, April 24, 19x4 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilinembers present were: Brown, Napes, Murphy, Stoc'idard and ~,iagar. Also ~r_esent were: Robert Harp, Village "~4anager, Cyrese Colbert, Village Clerk, :Maureen Hackett, .?c~hnston, Sasser, psandolph &~ 4Jeaver, Scott T~add, Building Official anc. !nary Preston, Recreation Director. The Village Manager inforrneu Council that the Vi]_la_ne Attorney has contacted a Special Counsei_ in reference to the Capital. Imn?-ovement Charge for Jupiter Island.. A'~ayor Stoddard asked if there was anyone in the audience who wanted to sneak on anything that ~?as not oiz the agenda. ~'arsha Evans, • resident, requested time under "Ti^~e for Visitor". 'lr. Thomas Beddow, former Vice-Mayor requested time under_ "Time for Visitor" if anything was added to the agenda. _'=ayor_ Stodr4~a=~d informed ~`1r. Beddo.a that there may be a few things added to the agenda that were necessary. Cou~~cil- member_ ?•-laces said he understood that it was Council's desire that things were not to be ad:,ed every two weeks to the agenda and that the time to request items be put on the agenda was on or before Friday before the Council ?Meeting, that way, all of the Council could be prepared to address that item. The first item on the agenda was Site Plan Approval or genial for Broedeli Stores Protect. r_herc was no one preser_t representing ~5:,_odell. The BuildingJOfficial explained to Council that the Site Plan Review f_or the original project was approved for thirteen units. They are r~ew requesting an additionaJ_ unit because they are going; to get sewer anal no longer need the l.and.x~~her_e the septic tank was originally going to go. Brown said 11e was concerned about the shorta4e of iand- scapin~ that is being allowed. The Building Official acknowled;;ed that • they are short but it had been approved by the Com^iunity At;,~earance Board. Manes moved, "its approval". Evans told Council that someone was dumping again at the Old Nlaule plant area and that the Village Attorney had advised her th_?.t these people shoul: be ticketed and fined and brought into court. Council began to discuss who might be in there dumping and it was pointed out that the work was probably being done for the Rinker Plant imrrove•- ment. Councilmember Brown said it real]_v down°t matter who is pumping, they should not be dumping. Council authorized the Police Chief to talk to the Village Attorney and get this resolved. Tics. Baker, 71 r~?illow Road told Cou.Lcil she had a proposed resolution to have Council run for wards instead of at 1,,.-~p,~=, because she feels, now there is no repr_esentatin for all district. 7_a. The next item cans Consideration of Bids for Construc_tio_n__of R_est_r_o_om Facilities, Ter_.uesta Park. 'Lhe Village ~~anager explained that a lot of work has been done on this and perhaps tae ought to select all the bias. ~_he Village manager said he and the Recreation Director nave tried to figure out if there is some other c•.ray of doing this pro_';ect because all the bids car~.e in over what cans expected. If the -job was subcontracted this could take time and effort. They had wonderd if the Village could negotiate with the low bid.c~.er ~~~erhaps remove some items and change some of the items on the bid to het it lowered. • But they do not have an answer yet. Attorney 'Maureen Hackett a~'~,~ised that all bidders must be given an equal change to re-quote if specifications are changed.. There is $26,000 in the S:~ecial Park Funci, with $7,000 expected to come in from chapel Court and Bay~Tiew Terrace should bring i,1 about $26,000, but that project has been going on for several years now and r_othing has been done. The low bidder o,~as Heritage homes of Teo,uesta for a bid of $39,570.00. Cary Preston, Recreation Director told Council that he has been lookinL this over and getting cost for everything he could, but everything is special anti has to be vandal -goof. .>?ith the changes that could l;e mane it would mean a reduction of only $1.,500 for the bid price. Councilmember ?Mapes said thLs should be put off anti] the Village Manager can check into going to Jupiter and lartin County and askinn them for some mo:~ey for this project. Council agreed and authorized the Village Manager to tall: to i?r. Tom Higgin, c~Iartin County about getting some money from them. 2b. There is a possibility there are a few things absent in the report. The Village iianager reviewed the letter from the Auditors that listed several suggestions. The suggestions were • addressed by the Village p.'Tanager and finance Director. • The Finance Director reminded Council that the Village was trying once again to receive the Certificate of Conformance in Financial Reporting from the ?~.F.O.A. Last year r„as the first year the Village had received this award. Councilmember Mapes said that the main thing he is concerned with is the items that have been on the previous suggestions made by the auditors and have not been dealt with. Mapes also suggested that the Village Manager look into the buying back of some of the tax exempt Bonds that are now selling for 50~ on the $1.00. The Village manager said he would contact Joe [nTise, Wm. R. Hough & Company on this matter. Mapes moved "that the 1982/83 Comprehensive Annual Financial Report be approved by Council". Brown seconded and vote on the motion was: Brown napes Piurphy Stoddard Wagar for and therefore the motion was passed and adopted. 3a. The Minutes of the April 10, 1984 Council Meeting were tabled until next meeting. The Village Manager's Report for April 9-20, 1984 and the Village and Water System Financial Statements for rlarch 1984 were received. The Village Manager told Council that he had been contacted by members of the Tequesta Garden Condominium Association about the Swale area or Seabrook Road in front of the condominium. They would like the sod replaced. The Village Manager explained that when the drainage work on Seabrook was done on the contractor seeded this area but soon after this was done we lead a heavy rain that washed the seed and the mulch away. He wanted to get direction from Council :~f the Village should sod, seed and do nothing at all to this area and let the Condominium owners be responsible for this. Council authorized the Village P-tanager to have the area seeded. The Village Manager reviewed with Council the April 10, 1984 :memorandum from H. F. Kahlert, County Engineer to all Palm Beach County Punicipalities requesting that the municipalities supply his office with a list of proposed Capital Improvement projects which the Village believes to be the County's obligation. The Village P4anager told Council that he has proposed the following: 1. Rebuilding Old Dixie Highway South from approximately Bridge Road to CR 811 and CR 707 in Jupiter. 2. "Stop and Go' traffic signal at Tequesta Drive and Riverside Drive (this request was made about a month ago) 3. Widening of County Line Road to four (4) lanes. • • 4. Widening of Old Dixie Highway north of Tequesta Drive. Council added 5. Traffic light at Cypress Drive and Tequesta Drive. Mayor Stoddard told Council he has had several complaints about the Rinker wall, in Jupiter, being so close to the road. Council instructed the Village PZanager to talk to Palm Beach County and find out what their plans are for Old Dixie, anu strongly request widening 0].d Dixie ~;ighway as ruch as possible from Bridge road, Couth to SR ~]_1 (Alt. Robert Joslin, President of Tequesta Association of Voter and Taxpayers offered Council an invitation of their input into a questionnaire which they will be sending out.
