Counci lmember Brown asked C~ir. Payne i f Pine R.i :: t•~a.s under contract
to Ri raker. Cdr. Lora explained tr+at '~hev were subcontractors . isr. Brown
asked if Rinker was aware that Pipe Rit has been cited for excessive
noise limit and that he thought Rinker ~~ranted to be good beio~~ors ~~dith
the Village of Teauesta. The excessive noise in the area of -the Old Ciaule
plant +.~+as no-t bei ng a good neighbor. f ,r. Payne 'cold Counci l me!~ber 3rovrn
that this unloacing from rail car to truck ~~~ill continue for abou-~~ six
(6) more !~~eeks.
• The Village Attorney reviewed with tV~e Council the status of
the Village of Tequesta vs. Dickerson, Tnc. lawsuit. The Attorney advised
that if Council wishes to pursue this lawsuit then i~ should do so. When
the lawsuit first started, Council did not wish to post a bond to get a
"tempora.ry injunction" against Dickerson. Councilmember Bro~n!n said that
when the time comes he would like the `tillage Attorney to proceed with the
lawsuit.
Mayor Stoddard made the follou;ing announcement:
Palm Beach County Erosion Task Force - ~%ice-Mayor f~3urnhy
has been endorsed by the Task Force to be on the new Steering
Committee, subject to approval by the County Board of
Ccmmissioner.

a Royal Poinciana in the Village Green Park to be dedicated to
Charles P . f ~artyn .
Mr. Russ Norris, resident, complained to Council about the poor
• condition that the right Lurn lane onto Seabrook, off of Tequesta Drive
~A~as in. He also requested that the speed lii,~it within Tequesta Gardens
be increased. Mapes moved, "that the `Jiliage ~~anager be authorized to
instruct Gee F= Jenson to come up and ta~;e a look at '°North-east side of
the intersection of Tequesta Drive and Seabrook Road. ~urph~~ seconded
and vote on the motion was:

Murphy - for
Stoddard - for

and therefore the motion ~~!as passed and adopted.
The Village Manager v~~as instructed to contact the Tequesta Garden
Condo Association about the increase of speed limits d~~ithin Tequesta
Gardens.
2a. The next item on the aoencea ~;~as the Report on Coral Cove Park
Annexation by the Village Attorney. The Village Attorney told Council
that he had hoped to have some response from the County by now on the
Coral Cove Park Annexation Agreement but as of yet, he does not have
anything from the County on this.

Mapes moved, "that discussion of Jupiter Island Capital Improvement
Charge be put on the agenda for the next Council meeting". Murphy seconded
and vote on the motion was:

Murphy - for
Stoddard - for
Wagar - for
and therefore the motion was passed and adopted.
3a. The next item on the agenda was the discussion of "Cooling Off"
period for gun control. Chief Flannery was present and told Council
that personally he thinks 72 hours is not enough time and he thinks it
should be 10 days. He also said he believes this should be a State Law
because if it is just a County law, people could cross the County line
and purchase a gun from the next County. Mapes moved "that the Village
notify the County that the Village of Tequesta is in favor of a County
Hand Gun Ordinance which has a "cooling off" period of a minimum of
72 hours, however, the Village Council would prefer a 10 days "Cooling
Off" period. Wagar seconded, then it was opened for discussion.
Mr. Thomas J. Little requested Council not to support this motion
because it would be another step towards Big Brother taking the rights
• of a person away. Vote was then taken on the motion and vote was:

Manes - for
Murphy - for
Stoddard - for
Wagar - for
and -therefore the motion was passed and adopted.
3b. The next item on the agenda was the report on sound reading at
Old Dixie. Chief Flannery explained the Council how the Police Department
monitoring system works at the F.E.C. railway siding and Old Dixie to get
the noise level readings. Council had received from the Police Department
several Complaint Reports reporting the violations and what action had been
taken on them. Councilmember Brown thanked the Police Department for doing
this job, that he knows is time consuming but he is sure it will pay off.
Chief Flannery explained that the reason for so many false alarm
this month was due to a power failure that tripped all the alarms.
Stoddard announced that the ambulance dispatching will be out
of the Police Department by June 1, 1984 and that everything is going
well.

Chief Flannery talked briefly about the hurricane workshop he
attended.
Mapes moved, "that the Village Council not take any action on any
project that requires their approval if the owner or owner's representative
is not in attendance at the meeting at which the project is to be con-
sidered and to defer action on the project until a future meeting".
Brown seconded and vote on the motion was:

The April 10, 1984 Council Meeting Minutes and the Village ~1anager's
Reprot for April 20, 1984 to May 4, 1984 were received. The minutes of the
April 17, 1984 Special Council Meeting were postponed until the next
meeting.
Mayor Stoddard gave a brief update on the Partin County Transportation
Committee.
The meeting was adjourned at 8:55 P.M.
