HomeMy WebLinkAboutMinutes_Regular_06/12/1984• MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA JUNE 12, 1984 A meeting of the Council of the Village of Tequesta, Florida was held at 7:30 P.M., Tuesday, June 12, 1984 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Stoddard, Murphy, Brown, Mapes, Wagar. Also present were: Robert Harp, Village Manager and John C. Randolph, Village Attorney. The Village Clerk was on vacation. Mr. Charles R. Kissinger, 320 Leigh Road, asked to speak under Time for Visitors. The Mayor asked that the Village and Water Department Financial Statements be added to the agenda under item 2C. Murphy moved, second by Brown that the agenda be approved with the inclusion of the financial state- ments under Item 2C. The vote on the motion was: Murphy for Brown for Stoddard for Wagar for Mapes for • and the motion therefore passed. The Mayor then made the following announcements: 1. Civil Preparedness Director will speak to the Kiwanis Club tomorrow on Hurricane and Emergency Preparedness. 2. Rev. P. J. Zacarra is out of intensive care, recovering slowly and outlook is good. 3. The North County First Aid Squad is holding a meeting on July 2, 1984, 7:30 P.M. pertaining to Emergency Preparedness. 4. Village Recreation Board Meeting at 7:30 P.M., Thursday, June 14, 1984. (la) The first matter before the Council was a Report on Civil Prepared- ness for the Village by Director Frank Flannery. Flannery advised the plan had been submitted to the Councilmembers. Spoke of meeting on Preparedness at which Dr. Neal Frank was principal speaker; advised that Village will take care of itself during an emergency and discussed the evacuation of property owners on the ocean. He also advised of tentative approval of use of J. C. Hillary's as a shelter for 250-300 persons. Stoddard advised that Mr. Vincent Bonvento, Assistant County Administrator had advised him Village C~ • Minutes of the Meeting June 12, 1984 Page 2 - could have representative at CD Center on Belvedere Road during a hurricane. Wagar suggested that publication of details of plan be made by news media and Flannery said the local newspapers were preparing such information for publication. Wagar also suggested a flyer be prepared for distribution to Village residents. Stoddard advised President of Beach Road Association would supply director with a list of several persons in each condominium on ocean who will be around all summer as contact persons. Same offer has been made by Tequesta Gardens Condominium Association and Tequesta Country Club Community Association. Stoddard suggested P.I.M.E. residents a°~ Beach Road Associations could be evacuated to St. Judes' Catholic Church in the event of an emergency. (lb) The Village Manager and Police. Chief reviewed the Chief's request to purchase a used car for the Detective Division at a net cost of $4,620. as discussed in the Village Manager's Memorandum. Wagar moved, second by Murphy that the Village Manager be authorized to purchase a used 1981 Granada at a net cost of $4,620.00 for the Police Detective Bureau. Mapes asked the Village Manager if there was enough money allowable for this purchase and was advised there was but that a budget revision would have to be made • at a future date. The vote on the motion was: Wagar for Murphy for Stoddard for Mapes for Brown for and the motion therefore passed. Mayor asked Chief Flannery if there was a siren that could be used to notify residents of emergencies and was advised that there was not. Chief Flannery advised of the gift of a video camera to the Village. (].c) Mr. Kissinger expressed his concern about the moving of the Rinker spur south into Jupiter for the Rinker Plartcausing as many problems for him as before because Shell Rock was being unloaded and he thought the spur track was to be used only by Rinker for their materials. Mapes said there were lots of materials being brought into the Rinker Plartfor their operation. Kissinger said the dust problem was worse than before. Mapes said it is a Rinker spur, paid for by Rinker, for including sand, gravel, etc. Stoddard said the unloading is in Jupiter and out of the Villages' jurisdiction. C~ Minutes of the Meeting June 12, 1984 • Page 3 - Perhaps FEC is moving there unloading to the South. Kissinger said shrubbery at Rinker's had not been installed as yet. He was advised it probably would be planted as one of the last part of the improvements. Stoddard asked the Village Attorney if he had any advice in this matter. The Village Attorney said that if the probelm is in ,Tupiter, that's where a complaint must be taken. Ldagar suggested that the matter be taken up with Town of Jupiter. The Village Manager was asked to find out from Rinker's exactly what is going on. Brown reminded that the Village had required a double-ended siding to eliminate blocking of the crossing at Tequesta Drive when materials were being delivered to Rinker's. (2a) Mapes moved, second by Wagar that the Minutes of the May 22, 1984 meeting be approved. The vote on the motion was: Mapes for Wagar for Murphy for Brown for Stoddard for • and the motion therefore passed. The Village Manager reviewed his Memorandum pertaining to a meeting with representatives of Palm Beach County in regard to a contract for Fire- Rescue Service to be provided by Palm Beach County in Municipal Service Taxing Unit (MSTU) No. 1. Stoddard advised that Larry Koester had called him to inform that the County Property Appraiser had been contacted to see if they could advise taxpayers of the reason for increase in municipal taxes on their notice of taxes. Stoddard noted he had advised the new director of the County Fire/Rescue, Chief Brice, of the cooperation between North County Ambulance and Fire Control District No. 1 in providing ALS Service and Koester said the arrangement is a benefit to the County. Stoddard suggested that ALS service be looked at in the contract between the County and the Village. Mapes questioned the cost of ALS Service and the fact that all residents will have to pay for support of MSTU No. 1. Stoddard also advised that at the request of Chief Grooms, Jupiter Fire Control District, he had requested of Chief Brice provision be made for a 135 foot ladder since the district only had a 55 foot ladder and the request was noted by Chief Brice. Wagar asked if we are going to be paying MSTU for life support in Tequesta and perhaps we should seek a discount for amount furnished by First Aid Squad. Stoddard said the Fire District and Ambulance Service were backing each other up. The Village Attorney said this matter would be a Council Policy decision for discussion with the County in regard to the contract. Mapes thought it might be better to leave well enough alone since the Fire District might want to take over ALS Service if asked to pro- • vide a discount. Stoddard said we are paying taxes for and deserving of service Minutes of the Meeting • June 12, 1984 Page 4 - with ALS covering about 1/3 of the area and the Fire District covering about 2/3 of the area. It was generally agreed that the ALS cost should not be challenged. (2c) The financial statements from the month of April 1984 were reviewed and Brown moved, second by Murphy that the financial statements for April 1984 be approved. The vote on the motion was: Brown for Murphy for Stoddard for Wagar for Mapes for and the motion therefore passed. Plapes suggested that a rate study be authorized to be made by Gee & Jenson to be made in conjunction with any increase in the Bulk Water Rate to be made by Jupiter. He said that there had not been a rate increase since • about 1975. Mapes moved, second by Murphy that Gee & Jenson be authorized to make a rate study on what water rates should be. Stoddard said he would support such action. Mapes said we have to assure debt service coverage of 125%. The vote on the motion was: Mapes for Murphy for Stoddard for Brown for Wagar for and the motion therefore passed. Wagar said he had seen a July deadline for the Village's Comprehensive Plan Evaluation and ?Zeview anal wondered if this date would be met. The Village Manager advised much work had been done on this and would be submitted to the Council shortly. Wagar also suggested Gee & Jenson review the problem with the right hand turn lane on Tequesta Drive at Seabrook Road. Stoddard reported on the Council of Government (COG) meetings as follows: 1) Inter-Governmental Coordination of Emergency Preparedness by COG members. B. T. Kennedy, County CD Director had discussed this at a COG meeting. • Minutes of the Meeting June 12, 1984 Page 5 - 2) Jim Mc Cutcheon, Jupiter Police, will call a meeting soon of all areas for disaster planning. 3) Planners of each area meeting on Growth Management. 4) COG will give support on connector road. • Stoddard also called attention to Palm Beach County Municipal League's request for appointment of official representative to the League. Murphy said the Mayor has been attending and moved that the Mayor be the representative and Village Manager be Alternate. Second by Brown, the vote on the motion was: Murphy for Brown for Stoddard for Wagar for Mapes for and the motion therefore passed. Stoddard spoke of a possible Village Representative on the Treasure Cost Regional Planning Council and it was the general consensus of the Councilmembers not to get the Village involved in this. Stoddard also made mention of Jupiter Inlet Colony "No Wake" problem in the Jupiter Inlet. Mapes moved, second by Brown that the meeting be adjourned. The vote on the motion was: Mapes for Brown for Stoddard for G7agar for Murphy for and the motion therefore passed and the meeting was adjourned at 8:45 P.M.
