MINUTES OF THE VILLAGE COUNCIL MEETING
OF THE VILLAGE OF TEQUESTA, FLORIDA
JULY 10, 1984
A meeting was held by the Village Council of the Village of Tequesta
at 7:30 P.M., Tuesday, July 10, 1984 in the Village Hall, 357 Tequesta Drive,
Tequesta, Florida. Councilmembers present were: Brown, Mapes, Murphy,
Stoddard, and Wagar. Also present were: Robert Harp, Village Manager,
Cyrese Colbert, Village Clerk and Maureen Hachett, Johnston, Sasser, Randolph
& Weaver (Attorney firm for the Village). Mr. Randolph, Village Attorney
had advised he would be on vacation.
The Prayer and Pledge of Allegiance to the Flag was given by Council-
member Mapes.
Changes made and approved to the agenda were:
Change 3a. Jupiter Bulk Water Rate Increase to
be combined with la. Report on Water
Rate Study, Mike Rocca, Gee & Jenson.
• Delete 2a. Consideration of revised Interlocal
Agreement for additional 2¢ local option
gas tax.
2b. Cable T.V. System - Jupiter Island Condos.
2c. Coral Cover Park Annexation.
2d. F.E.C. Railroad Crossing Repair Cost

The Village Manager told Council he had a few announcements to make.
1. The Village has received this date the D.E.R, approved
permit for the Water Plant Improvements.
2. Gene Caputo, Village Planner, is available for a Workshop
Meeting on Wednesday, July 18, 1984 on the Evaluation and
Appraisal Report (EAR) - Comprehensive Plan. Council set
the EAR Workshop Meeting for Tuesday, July 17, 1984 at
7:00 P.M. in the Village Hall.
3. The Village Manager and Finance Director is ready for a
Budget Workshop Meeting. Council set the Budget Workshop
Meeting for Wednesday, July 18, 1984 at 7:00 P.M. in the
Village Administrative Office.

Mayor Stoddard told Council he had a few announcements.
1. The hurricane warning information printing is almost
completed and will be mailed out by Thursday, by the
Tequesta Association of Voters and Taxpayers. Mayor
Stoddard said there has been fine cooperation from
Chief Frank Flannery and Tequesta Association of
Voters and Taxpayers.
2. Mayor Stoddard announced that there have been 65
"Hurricane Captains" signed up throughout Tequesta
so far and more is expected.
la. The first item on the agenda was the report on Water Rate Study,
Mike Rocca, Gee & Jenson and Jupiter Bulk Water Rate Increase. Per. Rocca
told Council that the letter of June 26, 1984 from Gee & Jenson on the
Water Rate Study was to stimulate input from Council. Mr. Rocca told
Council the Village has a unique situation because it currently has a de-
mand commodity rate structure which is designed to allocate certain fixed
costs to the demand charge and certain other costs to the commodity charge
proportionally. The Village Water System charges 80¢ per 1,000 gallons
which covers marginal cost for treating water. The Villages' water system
is also unique because at this time, it purchases most of its water from
another utility.
Stoddard asked Mr. Rocca if there were other things that the Village
has to be concerned with now, like new Water Safety Standards, in the proposed
new rate. Mr. Bill Reese, Gee & Jenson told Stoddard that he does not think
we should look at this now because there is no additional testing requirements
at this time.
Mapes told Council he feels the Village Water System should continue
with the present water rate structure and Mr. Rocca should study the present
rate structure with a possible increase in it. This study should increase
the present cost of chemicals and electrical power usage and the use of
chemicals and electrical power in the new plant.
Council and Mr. Rocca discussed depreciation as an expense in water
system rates structure. Mr. Rocca reviewed with Council his section of the
letter that stated, "In place of depreciation renewal and replacement (R&R)
costs are considered. R&R is similar to depreciation, however, it generally
represents a cash need which is accumulated and spent from time to time to
perpetually maintain the facilities in proper working order."
It was then announced that Jupiter will hold a Public Hearing on
Bulk Water Rate Increase on Friday, July 27, 1984 at 7:30 P.M. in the
Jupiter Town Hall. Mapes moved, "that the Village Attorney meet with
John F. McKune, Mike Rocca and Bill Reese, if need be, sometime prior to the
Jupiter Public Hearing and go over the information supplied by the Town of
Jupiter.

Also that the Village Attorney be mane. our spokesman for the Village
of Tequesta." Murphy seconded and vote on the motion was:

and therefore the motion was passed and adopted.
Mapes asked Mr. Rocca if there was any way this rate study can be
completed shortly after this Public Hearing. Mr. Rocca said he estimated
that the review of the existing and the estimating of future charges would
take 30 to 40 days. Mapes also suggested that the Village Attorney have an
Ordinance ready on Water Rate increases at the August 14, 1984 Council Meeting
were only the blanks have to be filled in for the rates, in case Jupiter
increases their rates we could increase the Village's with no lost in revenue.
b. Mr. Bob Ritchie, Ocean Towers South, was present and reminded Council
that at the last Council Meeting, he was told by Council that the Village
Attorney would look into several items on their request for Cable T.V. System
and give him an answer tonight. He wanted to know if the Village Attorney had
• checked on those items and if Council had an answer for him tonight on the
installation of a Cable T.V. system for the 100, 200, 250 and 300 Beach Road
condominiums and if Perry Cable was allowed to lower. their rates to certain
customers and not all users in Tequesta. Council advised Mr. Ritchie that the
Village Attorney is on vacation and is not present tonight to give Council and
Mr. Ritchie the answer. Ms. Maureen Hatchett, told Council and Mr. Ritchie
that she had looked at this file in Mr. Randolph's office and she could report
to Council that he is working on this item and all she could advise is that
this item is under advertisement. Council instructed the Village Manager to
get with the Village Attorney as soon as he returns and remind him, Council
would like an answer by the next Council Meeting. Council said they would be
willing to call an "Emergency Council Meeting" if it is needed.
Council also instructed the Village Manager to contact Bob Jernigan,
Perry Cable, and try to get an extension to the offer from Perry Cable to
those condo involved for lower rates.
Mapes moved, "approval of the Council Meeting Minutes of June 26, 1984
with corrections." Wagar seconded and vote on the motion was:

and therefore the motion was passed and adopted.
Mapes moved, "the Village Manager's Report for June 24, 1984
to July 7, 1984 be approved." Brown seconded and the vote on the motion

• Brown thanked the Village Manager for the quick response on
getting an out-of-control lot mowed in Tequesta Pines. Brown told Council
that he has brought the following subject up to Council before but the
problem still exist and seems to have gotten worse and that is the vacant
lot behind the new Water Department Building. Brown said there is all kinds
of construction debris that has been dumped on this property that could
become a health hazard. Council agreed with Brown that the Village Manager
should direct the Maintenance Department or Building Department, whatever
it takes, to get this property cleaned up and report back to Council at
the next Council Meeting.
Stoddard told Council that Jupiter Inlet Colony has asked if they
could be included in the "Hurricane Preparedness Program" mail out so they
could provide their own "Hurricane Captains."
Stoddard told Council he has been told by the Legislative Delegation
they would like to meet with Tequesta on local bills and he told them if they
would like to meet with us that would be fine.
Stoddard said that Jupiter passed a control on "Train Whistle"
Ordinance.
Stoddard told Council that the Martin County Transportation Committee

is issuing a memo on the Connector Road which will be on the agenda for their
August meeting and that the Chairman of that Committee lives three (3) blocks
South of the Village Hall.
The meeting was adjourned at 8:37 P.A1.
