MINUTES OF THE WORKSHOP MEETING
OF THE
VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, FLORIDA
SEPTEMBER 10, 1984
A Workshop Meeting was held by the Village Council of the Village
of Tequesta, at 2:00 P.M., Monday, September 10, 1984 in the Village Hall,
357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Mapes, Stoddard and Wagar. Also
present were: Cyrese Colbert, Acting Village Manager, Frank Flannery,
Police Chief and John C. Randolph, Village Attorney.
Mayor Stoddard advised that this Workshop Meeting had been called
to discuss the Proposed 18-Acre Park on Beach Road with representative of
Palm Beach County. Palm Beach County's representatives were: Peggy Evatt,
County Commissioner, Dick Feeney, Administrative Assistant to County Commis-
sion, Dick Morley, Planning, Zoning & Building Department, Dennis Eshleman,
Director of Recreation and Parks for Palm Beach County, Richard Sheets,
Palm Beach County Sheriff's Office and Chip Carlson, Assistant Attorney
for Palm Beach County.
Mayor Stoddard announced that this meeting was being held with
representatives of Palm Beach County to discuss Palm Beach County's proposed
• purchase of 18 Acres of land on Beach Road for a Park. He announced that
this meeting was a Workshop Meeting and not a Public Forum.
Several people from the audience asked when the public would be
allowed to speak. Stoddard advised that this was a Workshop Meeting and
there may be questions asked later.
Mr. Eshleman summarized the proposed plan for the park. A request
has been made by Palm Beach County for 200 Million Dollars from the "Save
Our Coast" Fund of the State. Mr. Eshleman told Council that they have
received the support of 15 municipalities and opposition from one (1)
municipality.
Mapes asked if the owners of the 18 acres of land have been notified
by the County and was told no.
Mapes also told the representatives of the County that one of the
things that concerns him is that three (3) years ago, the Village put in a
water line crossing the Intracoastal to the Island and had included 460
units proposed to be built on that property into the monies needed
to repay the Water System. He asked if Palm Beach County is thinking about
reimbursing the Village. The Village will lose about $300,000.00 out of
pocket if those units are not built.
Stoddard said that he has received 494 votes in opposition to the
. park.

Commissioner Evatt asked if the Village of Tequesta plans to have a
Public Hearing. Council agreed that a Public Hearing should be held so that
Council could get input from the residents of Tequesta on this proposed park.
Mapes also told of the property owners on the beach concerns about
the valuation of their homes going down because of the park. Mr. Wilsauker
told Council that in most cases, they have seen just the oppose. The
valuation of the surrounding areas close to County parks have gone up.
Stoddard showed pictures to Council and Palm Beach County repre-
sentatives of illegal parking, over flowing dumpster and illegal dumping
of fill around the area of Coral Cove Park and expressed his concern that
a large park would only invite more and bigger problems.
The meeting was adjourned at 2:55 P.M.
