MINUTES OF THE VILLAGE COUNCIL
PUBLIC HEARING OF THE VILLAGE
OF TEQUESTA, FLORIDA
SEPTEMBER 17, 1984
A Budget Public Hearing was held by the Village Council of the
Village of Tequesta at 7:00 P.M., in the Village Hall, 357 Tequesta Drive,
Tequesta, Florida.
Wagar.
Councilmembers present were: Brown, Mapes, Murphy, Stoddard and
Also present were: Robert Harp, Village Manager, Cyrese Colbert,
Village Clerk and Bill C. Kascavelis, Finance Director.
The Village Manager said that "Notice" of this Budget Public Hearing
was made in the Palm Beach Post on September 13, 1984 as required by the
State.
The Finance Director reviewed his riemorandum of September 14, 1984
on the subject of the revised General Fund Budget.
A resident from the audience asked if maybe next time the insurance
is up for renewal if the Village could not go out for bids. He was advised
• that the Village did that last year and will probably do it again if the
rates continue to rise. Council was advised that the higher rate this year
was due to an extra large amount of insurance used by a person who has since
retired with Disability Retirement.
Mr. Rich Berube, J.T.J.C, was present and requested funds be
allocated to the J.T.J.C. because when the "Letter of Request" should have
been sent to the Village, the person who normally handles that was in the
hospital and no one else knew to send the letter. :~Ir. Berube asked
Council to reconsider and give the J.T.J.C. the $2,000 donation that it has
in the past.
Mapes moved, "approval of the recommendation of the increase in
reserve contingency by $3,671 up to $35,171 and increase Aid to Private
Organizations by $2,000 up to $11,900 for Jupiter Tequesta Junior Citizens."
Wagar seconded and vote on the motion was:

and therefore the motion Baas passed and adopted.

Mr. Fred Ludean, J.T.A.A. was also present to request from Council
the same donation, $1,600, that it had received last year from the Vil]_aPe.
Their ''Letter of Request" had been sent in, but late. Brown suggested
that we go ahead with the Budget and then let Council consider this item
at another time. Council agreed with this suggestion.
Mayor Stoddard read a Resolution entitled:
"A RESOLUTION OF THE VILLAGE OF TEQUESTA,
FLORIDA PROVIDING FOR LEVYING A MILEAGE
RATE OF $4.92 DOLLARS PER $1,000.00 OF
TAXABLE VALUATION FOR THE YEAR 1984."
Mapes moved, "that the Resolution be approved". Murphy seconded
and vote on the motion was:

and therefore Resolution No 11-83/84 was passed and adopted.
The Village Manager read by "title" a Resolution entitled:
"A RESOLUTION OF THE VILLAGE OF TEQUESTA,
FLORIDA PROVIDING FOR THE ADOPTION OF THE
BUDGETS FOR THE FISCAL YEAR COMMENCING
OCTOBER 1, 1984."
P4apes moved, "that the Resolution be approved." Plurphy seconded and
vote on the motion was:

and therefore Resolution No. 12-83/84 was passed and adopted.
The meeting was adjourned at 7:30 P.M.

PUBLIC HEARING OF THE
VILLAGE OF TEQUESTA, FLORIDA
SEPTEMBER 17, 1984
A Public Hearing was held by the Village Council of
the Village of Tequesta at 8:00 P.M., in the Village Hall,
357 Tequesta Drive, Tequesta, Florida on September 17, 1984.
Councilmembers present were: Brown, Mapes, Murphy,
Stoddard and Wagar.
Also present were: Robert Harp, Village Manager, Cyrese
Colbert,Village Clerk and John C. Randolph, Village Attorney.
The Village Attorney read aloud the "Notice of Public
Hearing", stating that this Public Hearing is relating to the
issue of whether or not the Village Council should take a
position relating to Palm Beach County's application to the
State of Florida requesting that the State purchase an area of
approximately 18 Acres of Beach front property located in the
unincorporated limits of Palm Beach County on Jupiter Island,
South of Coral Cove Park.
• The Village Attorney. announced that at the last Council
Meeting, Council voted on having this Public Hearing to hear
from the Public on this matter.
The Village Attorney suggested that those wishing to
speak, sign either list on the table that has been set-up. One
list is for those who are Tequesta residents and the other list
is for those who are not. The Chairman of the meeting will call
on a speaker from Tequesta and then call on a speaker from the
list outside of Tequesta. Each speaker will have a three (3)
minute limit. The Village Attorney also told the audience that
Council would appreciate it if there were not jeering or noise
from the audience.
The audience was told that after there had been input
from everyone, the Public Hearing would be closed and Council
will go into a Special Council Meeting and only Council members
will be able to speak and not the Public.
(The following are members of the audience who spoke.
When a "T" follows their name, they are a Tequesta resident, if
an "0" follows their name, they are outside the Village. "Against"
is against the Park and "For" are those in favor of the Park).
