Your concern for our safety and consideration of the bridge's age, aesthetics and amenities is commendable. Approving the installation of a new bridge furthers this Council's commitment to maintaining, updating and improving our Village. I also support raising the bridge to its maximum available height. Members of the Resident Bridge Committee identified numerous reasons and advantages for doing so. The Committee also concluded that Village-retained road 9/30/2008 and bridge engineers should determine a height that requires little or no change to the existing roadway. On January 30, 2008, in an email sent to Village Manager Michael Couzzo, Thomas C. Jensen, P.E. of ARCADIS US wrote: "We reviewed the impact on driveways and roadways if the above bridge were to be raised. With the posted speed limit of 30mph, the bridge could actually be raised up 5-feet without causing any impacts on adjacent roadways as long as a portion of the road approaches (east and west sides) are curbed." At the Resident Bridge Committee meeting On Apri128, 2008, Mr. Hank Deibel of Arcadis verbally reaffirmed that statement. In yesterday's The Palm Beach Post, an article appeared with the heading "Higher sea levels predicted to drown Fla. shores 6y 2030". It reported that a climate study conducted by Florida State University listed statistics and predictions of sea level changes in the near future. "We need to realize that sea-level rise is happening, and we have to adapt to it," said Jim Murley, director of FAU's Center for Urban and Environmental Solutions, which released the policy report in conjunction with the FSU study. During the past several days, with a combination of traditionally high October tides and the tropical disturbance off the coast of North Carolina, more than half of the docks on our canal were underwater. We have been here for 12 years and have never seen the water this high. Since the engineers have reported that the new bridge will last 60+ years, it appears prudent to take advantage of this opportunity to raise the bridge the fu115 feet. MILLER Palm Beach Post Staff Writer Wednesday, September 24, 2008 More than 7,900 acres of Southeast Florida could be underwater by the year 2030 as sea levels rise, inundating coastal areas and causing billions of dollars in property loss. But as bad as that sounds, it's a less dire prediction than international estimates made previously. The new numbers were released Wednesday in a Florida State University climate study that researchers believe offers the first comprehensive prediction specific to Florida of rising sea levels and the monetary damage they will cause. Findings from a Florida Atlantic University report on how lawmakers should respond to the issue were announced simultaneously. While FSU's report shows sea levels increasing statewide 0.29 of a foot by 2030 and 1.13 feet by 2080, earlier predictions from the Intergovernmental Panel on Climate Change, which used global estimates, said seas would rise as much as 2.13 feet by 2080. Julie Harrington, director of FSU's Center for Economic Forecasting and Analysis, attributes the difference to the Florida-specific data used in her report, which looked at state tidal measurements back 50 years. And while the report focuses on just six Florida counties -Miami-Dade, Dixie, Duval, Escambia, Monroe and Wakulla - researchers said it should raise awareness of what may happen to all of the state's dissolving shorelines. By the year 2080, the report estimates asea-level rise of 1.02 feet in Miami-Dade County. That would inundate 15,330 acres of land worth $6.7 billion. "We need to realize that sea-level rise is happening, and we have to adapt to it," said Jim Murley, director of FAU's Center for Urban and Environmental Solutions, which released the policy report in conjunction with the FSU study. The effects of higher sea levels already can be seen, researchers said. A 2007 photo of a new condominium on Singer Island, whose eastern edge hung slightly over a 10-foot drop onto an eroded beach, is used in the report as an ezample of future problems associated with higher sea levels. The two university reports were paid for with $50,000 grants from the National Commission on Energy Policy. They will be used by Gov. Charlie Crist's Action Team on Energy and Climate Change as it studies proposals to mitigate and adapt to climate change. Some of the recommendations in FAU's report include: • Adding regulations that ensure new coastal construction is resilient to higher sea levels as well as hurricanes. • Asking the state to acquire undeveloped coastline and keep it in its natural state. • Reassessing hurricane evacuation routes so that options exist if current routes are eventually under water. • Using computer modeling in land-use planning that would take into account sea-level changes. • Preventing construction of bridges to barrier islands that might be underwater in the next several decades, or building the bridges to withstand higher sea levels. Murley said state laws should be amended to address too much growth along the coast, but economic development issues and the fact that beaches are a tourist draw and moneymaker for the state make discussions on coastal policy change difficult. "It's a complicated web we find ourselves in," Murley said. Pilings - if the existing pilings are to be replaced, how will the installation of new pilings affect the structural integrity of our sea wall and swimming pool, which are in close proximity to the bridge? Will our dock be jeopardi~~ed by the vibration caused from the new pilings being installed? 2. Fishing Piers -the Carriage House strongly objects to fishing piers under the bridge. We prefer that NO FISHING be allowed on or under the bridge, as we have had problems in the past with traf£c and unauthari~ed vehicles parking on our property in order to fish on or under the bridge. There is a lot of litter, dead fish, and fishing tackle on and around the bridge from fishermen. If these piers are installed, the litter will most Likely end up in the Loxahatehee River. 3. Elevation of New Bridge - it was mentioned that the new' bridge would be raised some 3-5 feet. An increase in elevation will cut the visibility of our residents trying to pull out onto Tequesta Drive. 4. Costs - it is our understanding that the residents of Tequesta will be paying for the majority of the bridge replacement Palm Beach County Commissioner, Karen Marcus has allocated $50,000 toward the bridge. Residents from the communities of Rio Vista, Bermuda Terrace, Turtle Creek, Riverbend, North Passage and Little Club all travel over this bridge. Shouldn't they contribute funds toward the replacement? I know you have spent many hours in dealing with the Tequesta bridge options, but I was hoping you would consider some of my thoughts about the process. 1. It appears you have different opinions about the longevity of the current bridge. I have had a bridge builder from Miami perform a cursory review of the structure and he described it as "bullet proof." The short spans and the excellent condition of the pilings should provide many more years of service. Are you sure you need to replace a good bridge? I have been advised that the east and west spans may need to be replaced in the next ten years but not the middle span. The proposed three month bridge replacement would cause undo hardship to thousands of your residents. My additional travel distance during the replacement is 15 miles each way which takes about 22 minutes with no traffic. I have to make this trip at least twice per day as I work in an office and have to often travel to the Jupiter and Palm Beach Gardens Emergency rooms for patient care. Twice per day adds 1.5 hours of travel to my day and $21 per day for gas/car use. My wife is in a similar situation. If you add $10 per hour that is wasted over the 90 day expected building period, then the tangible cost just to my household is $6,480! This does not take into account the intangible amount of frustration that 1.5 hours of additional driving adds to an already busy day. I estimate that there are at least 1000 other residents that will be in a similar position. If one adds these residents to the hardship, then the additional cost to your taxpayers is $6,480,000!! If my numbers seem high then divide them by two and you still get $3,240,000. I am pleading that you reconsider your bridge demolition and rebuild plan. The bridge is not at any significant risk of breakdown at any time in the near future, and a rebuild is not necessary. 90 days of severe hardship and real costs to the residents on the west side of the bridge is unfair. If the east and west spans do need replacement in the next ten years, then I would encourage that plan which can probably be done in the week time that was accomplished for the middle portion. I'm aware of the meeting, but we are still up North. I follow goings on via your web page. It is great and an excellent way to keep. I still feel the same about raising the bridge, If a flood is a concern, I doubt raising the elevation because no one would be able to reach it. The Island Way bridge is a better way "out". Its closer to 195, and should be a factor in the deliberations if flooding is a consideration. If "splashing" from passing boats is a concern, I'm sure there are coatings that cold be used. A simpler solution is a no wake zone. I'm surprised one is not in effect now as the bridge route is the only way manatees could go up river.
