VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA
OCTOBER 29, 1981
A Workshop Meeting of the Vi.Zlage Council of the Village of
Tequesta, Florida was held at 5:00 P.M., Thursday, October 29, 1981 in the
Village Ha11, 357 Tequesta Drive, Tequesta, Florida as scheduled and
announced at the October 27, .1981 Council Meeting. Councilmembers present
were: Mapes, Brown, Little and Stoddard. Also present was :carp, Village
Manager, acting as Clerk of the meeting.
Mayor Mapes announced that the Workshop Meeting had been called
to discuss ar_y improvements that the Councilmembers believe should be
included in the proposed improvements to the Rinker Materials Plant and which
had been requested in the Village Manager's October 15, 1981 memorandum.
Mayor Mapes suggested the following items:
1. Insist on spur track from south before reviewing anything -
this should be No. 1 on the list. Rinker's October 12,
1981 letter to the Village Council indicated that the
• railroad intends to pursue the use of a double ending siding
to allow material cars to enter the siding from the south.
2. Get letter from Rinker guaranteeing no increase in capacity
now or in the future including their present capacity.
Letter to indicate the present capacity of the batching
plant.
Brown expressed concern over the possibility of an increase in
the capacity made possible by the proposed improvements. There was a
discussion on the capacity of the present batching plant which is not to be
improved except to be loaded from the silos by a covered conveyor system.
Harp pointed out Karl Watson, at a meeting in May 1981, stated the capacity
was between 720-760 yards per day. The hours that the plant is allowed to
operate were also discussed and this is to be checked out with the Village
Attorney, including trucks loading to serve areas other than the Village of
Tequesta.
Brown expressed his concerns about the possibility of the
proposed improvements jeopardizing the non-conforming use status of the plant,
as indicated in his October 22, 1981 memorandum to the Village Manager, which
was distributed to each Councilmember, Village Attorney and Village Clerk.
He said he believes the activity to be heavy industrial.

Mapes said he also suggests that:
3. The Village get a letter from Rinker acknowledging that the
batching plant and new conveyor is a non-conforming structure
and use. The Councilmembers reiterated that they want Rinker
to acknowledge that they have no intention of increasing the
plant capacity in the future with the proposed improvements.
4. Transfer all quieter trucks to the Tequesta Plant.
5. Agree to put hedge all around east complex.
6. Agree to install irrigation system for all landscaping on
the site.
7. Clean up drippings from trucks on Village streets.
Stoddard suagested that Rinker agree in writing not to dump
tailings within the Village.
Brown suggested that Rinker would need a variance for the height
of walls of eight (8) feet and the conveyor height. The need for a variance for
the conveyor height is to be discussed with the Village Attorney. Brown also
• suggested that the Town of Jupiter be advised of Rinker's proposed improvements.
The Councilmembers were in agreement that Rinker must acknowledr~e
that they will conform to the Village's Truck Ord.inar_c~ and Resolution.
The Councilmembers then again discussed the batching plant capacity
and the expected effect, if any, that the proposed improvements would have on
the plant capacity. The hours of operation for the plant were discussed and
it was determined that Rinker should get a special permit to operate the plant
outside the hours of 7:00 A.M. to 6:00 P.M.
The Councilmembers present were in agreement that these matters
must be conformed to by Rinker prior to the Village taking any action on their
proposed improvements.
The Workshop Meeting was adjourned at 5:50 P.M.
