MINUTES OF THE VTLLAGE COUNCIL MEETING
OF THE VILLAGE OF TEQUESTA, FLORIDA
November 1.0, l~f~~.
A meeting was held by the Village Council of the Village
of Tequesta, Florida, at 7:.30 P.M., Thursday, November 10, 1.91
in the Village Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Brown, Cook, Little, Mapes and
Stoddard, Also present were: Robert Harp, Village Manager,
Cyrese Colbert, Village Clerk and John C. Randolph, Village
Attorney.
The opening Prayer and Pledge of Allegiance to the Flag
v~~as given by Mayor Nlapes,
N1r, Joseph D, yod.er, Jr,, resident, told Council he was
hr.re to talk about water for the Village. He asked Council if
Tequesta has presented any case to the South Florida Water
P~anagement District about the Water System. He gave a history
o:f the water situation since he was on Council and told Council
• he feels Tequesta should not be on the same regulations for
water withdrawal as are those who draw from Lake Okeechobee.
He told Council that the Village should contact South Florida
Mater T~~anagement District and tell them that, too.
NLr, Thomas Altman, Solid Waste Authority was present to
discuss with Council what was happening with. the Solid Waste
Authority, He told Council. that the Solid Waste Authority Board
is made up n.f three (3) County Commissioners and four (4)
T~Zunicipal representatives, Ideas are recommended by the
Municipal representatives and approved b~T the Commissioners
for Falm Beach County.

will work but told Council there is heavy opposition to this
because of a certain homeowners group that object to the proposed
site.
Mr. Palmer told Council that the waste would be brought 7n
and put into a large bin where it would be burned end t;heZT could
recover some energy at the same time. The Authority feels this
idea is a good idea because it gets the most money for the waste.

The next item on the agenda was the discussion of the
• Community Development Block C7rant Program, In a memorandum
to Council from the Village Manager dated November 6, 191,
explaining that the Department of Palm Beach. County Housing
and Community Development and the Village Attorney have been
notified that certain wording which has been in previous
agreements is not in the present agreement, The wording says
that unless prior written ax~proval of certain project activities
has been received from ~ P~Z~znieipality or the Municipality
has requested inclusion of the project activity in the Community
Development Block Grant Application -~..~t, sh~~~.l nrt b~ made a part
of. the Camm~~nitgT Development Project, Activit~r,
The Village Manager informed Council that the Department
advised him that the revised wording is a H.U,D, requirement,
.but they would obtain the approval of any Municipality before
approving the le cation of any Community Development Project
within. the Municipality.
Tt was the consensus of Council that they did not want
t:7 give up any of the Village's control of development that
might be built in Tequesta, Stoddard moved, "that we notify
Palm Beach County Housing and Community Development that
Tequesta does not wish to participate in Palm Beach County
Inter-local Agreement". Little seconded and vote on the motion
was:

and therefore the motion was passed and adopted,
Stoddard asked the Village Attorney for has opinion on
a letter from the State advising the Municipalities that
arrangements have to be made in the m~an~ e.pa~.,ity Comprehensive
Plan for Foster Homes and Group Homes, He also told the Village
Attorney that he was told it had to be completed by the end of
a year. The Village Attorney explained to Council that all this
was another element that needed to be added to the Comprehensive
Plan and that the Village o.f Tequesta has to come into compliance,
in an expeditio~zs manner, But, in his opinion, this can be addressed
in a normal routine manner, It has to be addressed by Tequesta
in some form even if by a paragraph stating that the Village has
considered it.
Mayor Mapes informed Council that Jupiter and Martin County
ax~Aa~, withdrawing from C , 0. G, and he questions very much if C , 0. G,
could still. exist without them,or if it dies can, anything be
accomplished, He suggested that the Village withdraw also.
He told Council he would like to see C,O.G, continue and he will
• suggest to the members of C.O.G. that if Jupiter and Martin County
decide to stay a member of C,O.G, that he would resin as Chairman
of C.O.G. and suggest that a new election of ~'~"S_~~;~rs of C.O,G.

• Council discussed this suggestion and it was the consensus
of Council that the Mayor can resign if Jupiter and Martin County
decide to stay.
The Council Meeting Minutes for August 11, 19$1, August 25,
the Pub lie Hearing Minutes for September 22, 19$1, the Council
Meeting Minutes for September 22, 19$1 and the Public Hearing
Minutes for October 13, 19$1 were also received. The Village
Manager"s Report for October 2k, 19$1 to November 7, 19$1,
the Financial Statement for September, 19$1 and the Water
Department Financial Statement for September, 19$1 were all
received,
Council discussed with the Village Attorney the problem
with getting insurance for the Lone Star demolition. Council
agreed that in the event the Village Manager and Village Attorney
can not resolve the problem immediately that they be authorized
to go ahead and have the Village pay the premium.
The meeting was adjourned at 9:1? P.M.
