MINUTES OF THE SPECIAL COUNCIL MEETING
OF THE VILLAGE OF TERUESTA, FLORIDA
December 11,., 1n~?~.
A Special Council Meeting of the Council of the Village of
Tequesta, was held at 10:00 A.M,, Monday, December 1t,., 1°~l in
the Village Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Brawn, Conk, Little, Manes and
Stoddard, Alsa present were: Robert Harp, Village Manager,
C~;Trese Colbert, Village Clerk and John C, Randolph, Village
Attorney.
Mayor Mapes said he had called this meeting to discuss the
rules and regulations to the truck Ordinance. Mapes asked
Mr, Don. Brown, Director,-.Turtle Creek Country Club to tell the
Gouncil some of the problems that they have had with trucks
getting permits to supply Turtle Creek Country Club,
Mr, Brown said that the biggest problem that they have had
is that the trucks don't have the required permits and are being
• turned back and these deliveries are vital to the operations
of the Club,
One of the problems that was pointed out is the firm with.
mare than one truck in its operations are not alway sending in
the truck that is permitted and are not willing to buy a perma_t
for ~;ach track, ie, Coca Cola, beer trucks, meat suppliers.
These people generally have a whole fleet of trucks that they
would have to buv several permits for but make only one delivery
a wee?t, Mr. Frown asked Council if the companies could buy
a fleet permit,
Mr, Brawn said. that another problem they have is that
the trucker may not be the owner of operation and is oat aware
of the permittin~~ rules and regulations, I~~e also told
Ca~_ar.~ci.l that a'~,~ of the companies oppose the permitting; of
truces to use Tequesta's roads.
~'ir, Gearg;e C-r~abtree Director, Turtle Creek Country Club told
Council that the Club has been in operation since 1x65 and. hats
never had problems in the past and canny' understang~ why all of
a sudden these problems and restrictions have arisena
Mapes told Mr, Crabtree that the Village is not picking an
the Turtle Creek Country Club but that these restrictions are
necessary to the welfare and peace of the Tequesta taxpayers
in ?keeping thru traffic out of the area.
Council also discussed the problem of the exiting of

trucks to the north. The Resolution now reads that if a truck
makes a delivery to Tequesta Country Club then proceeds to
Turtle Creek Country Club when it leaves Turtle Creek it must
go north on Country Club Drive and out to Martin County.
The Village Attorney said he saw no problem with making
these changes to the Resolution if that is what Council wants
to do and maybe the only problem would be with the policing.
Chief Flannery said he saw no problem with the possible change
Mr. Brown told Council they also had problems getting
permits when the office is closed and asked if Turtle Creek
Country Club could issue permits for the Village for different
trucks. Council, the Village Attorney and the Village Manager
did not agree with that suggestion.
Dr. Stanley Jacobs, Country Club Community Association told
Council he saw no problems with the trucks retur~~ing from Turtle
Creek Country Club onto Country Club Drive and using the same
route they used into Turtle Creek.
Council talked about changing the hours of the permitted
time to coincide with hours of construction operations in Tequesta.
Council reviewed the proposed changes: 1. approval of fleet
permits, 2. deliveries within the Village of Tequesta to Turtle
Creek may return via same route (Country Club Drive, South)
• 3. change hours to 7:00 A.M. to 6:00 P.M. weekdays and £x:00 A.M.
to 12:00 P.M. Saturdays, Sundays and holidays. Stoddard
moved, "to approve the three (3) suggested amendments that we
discussed". Cook seconded and vote on the motion was:

Cook -for
Little -for
Mapes -for
Stoddard -for
and therefore the motion was passed and adopted,
Mr. Robert Moore, resident, read a `letter to Council of his
suggestions to Council,
The meeting was adjourned at 11:04 A.M.
