• The Village Manager administered the "Oath of Office" to
tl~+e newly elected Councilmembers, Carlton D, Stoddard
C.~uneil Seat ~~1., T}~tomas J. Bedd~-~tra ~- C,~uncl Seat ~f3 and
Thomas J. Little - Council. Seat ~~5.
ILiatror i~iapes then turned control of the meeting over to
Robert Harp, Village Manager so that appointment of the Mayor
anal Vice-Nlavor. could. be made,
The Village Manager re~riewed the suggested rules and.
procedures to be followed for the purpose of electa_ng the Mayor
and Vice-R'Iayor, He told Council that nominations do not require
a second and as soon as one (,~) of the nominees receives a
majority vote, the chair will. declare the nominE;e elected.
Another memorandum had been sent to Council. with a suggested
resolution for the adoption of a PvTayor and Vice-~Niayor.
Stoddard nominated `~~1. Harvey Mapes, Jr, as P~'layor by
written resolution pursuant to Article II, Section. 2.(~h of the
Charter of the Village. Havir.~; received n~:~ other nominations
T~~, Harvey T~iapes, Jr, was re~anpointed I'~Ia~,r~.~r by the Council.
Little nominated Carlton D, Stoddard as Vice--PZayor by

The "Oath. of Office" was administed to the Village T~~anager
and the Village Clerk by the Village Attorney. The Police
Chief was out of town and would take the "Oath of Office"
at a later date.

Representative to Technical Steering Comr~7ittee - Comprehensive
Study of the Loxahatchee River Basin and Fier and Dock
Ordinance Committee. Little moved., "that we accept Joe D. Yoder,

The next. iterri on the agenda was the discussion of drainage
• improvements fora Tequesta Drive, Seabrook Road intersection
presented by John Wise, Gee Fc Jenson,
Ivor, V~Tise told Counci.? that there were several suggestions
to be made to Council on the drainage improvements, One being

that around Seabrook north of '?'eq~zesta i?rive that the Swale areas
be deepened. north anal south of ~^lestwua{~, Avenue.
Another suggestion was the modifications to two inlet
structures at the Tequesta Drive and Seabrook.. intersectior:~
which. provides for an underground culvert system on the east
side of Seabrook Road from Tequesta Drive cannectirL~ to the
existing culvert at Beacon Street. ~~~r, 'Elise told Council that
the approximate cost for this is ~,30,CCC, I.f thy; underground

would come frorra to finance this additional drainage, that Council_
agreed needed to be done, The ~~ana~rer informed Council that

P~'r, Browning talked to Council. about the District asking
Palm Beach County to donate a parcel of Land across U.S. 1~igr`iway
Cne from the Chamber of Commerce, so there will be fire protection

Gee ?~ Jer.sor~ recommended that the Village Attorney contact
the Conservancy and arrive at a reasor.abl..e, "not to exceed"
dollar amount on the monitoring and/or ir.s~~ection that the
Conservancy believes they are entitled to, Stoddard moved,
"that subject to clarification and approval by the Village
Attorney of paragraph $, that we appro ~p~, the grant of easement",

The Village Att-~orr~ey told Council that he has prepared for
Council review an Ordinance t.~hat merges Resolution No, 5-$lf$2
and Resolution Pao. 10-$:L/$2 that the Village had previously
adopted and put them into Ordinance form.. The Village Attorney
advised that Council could have first reading of the Ordinance
tonight,

OF SPECIAL PERMITS FOR THE OPERATION OF TRUCi~S ON TE~UESTA
DRIVE A~~TD COUNTRY CLUB DRI'~~; ~^1ITHTPvT TF~E VILLAGE; PROVIDING
FOR SEVERABILITY; PROVIDING FOR. CODIFICATION; PROVIDING AN
EFFECTIVE DATE, Stoddard moved, "for approval of first

Stoddard said that Turtle Creek Hone Owners Association
said that if the Village of Tequesta ac~ended our Ordinance
then they would drop their law suit if we dropped our
counter-suit ,
~~~'iapes said that he i s in favor of this Ordinance, but
not in favor of dropping the law suit,
Brown told Council. he was not in favor of this Ordinance
nor is he in favor of dropping tr:e law suit, that t:he Village
~.as come this far we should continue on the same basis,

Stoddard said he thinks the Village should change the
Ordinance and that will make tr~e orig:~nal Ordinance stronger,
He said he would like to see this ended peacefully.
The Village Attorney told Council. that he attended the
~'~'Iartin County Commission meeting when the item of. County
abandonment of County roads within Turtle Creek was on the
agenda. He told Council that he made tre comment on the
behalf of the Village of Ter~uesta against the abandonment.

March 7, 192 to I~iarch 20, 192, the Vil1_age Financial
Statement and ti°Jater i~epartment Statement for February,
192 were received,
BeddovJ expressed to Gouncil his concern of the eight (~)
story building that is being proposed just south of County
Line Road. Council agreed. that they would like the Village
Attorney to look into it further to see if the Village has
az~y reco~7rse to take against this building, since the Village
was never given any written notice of this by the County.
Gouncil. also instruct.,ed the Village Attorney to contact
other municipal. Attorneys gnat may possibly want to join
in a law suit against "'dual. Taxation?'.
