MINUTES OF THE MEETING OF THE COUNCIL
OF THE VILLAGE OF TEQUESTA, FLORIDA
February 10, 19$1
A meeting of the Council of the Village of Tequesta, Florida,
was held at 7:30 P.M., Tuesday, February 10, 19$1. The meeting
was held in the Village Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were Cook, Little, Mapes, Ryan and
Stoddard. Also present were Robert Harp, Village Manager,
Cyrese Colbert, Village Clerk and John C. Randolph, Village
Attorney.
The opening Prayer and Pledge of Allegiance to the Flag
was given by Vice-Mayor Stoddard.
Mr. Joe Yoder was present to report on a proposed Dock
and Pier Control Ordinance drawn up by the Jupiter Inlet District
Dock and Pier Committee. Mr. Yoder was also present to report
on various Loxahatchee River projects. Mr. Yoder was appointed
• to this Committee by the Village Council on January 2~., 19$x=
Mr. Yoder told Council that the objective of the Committee
was to control the proliferation of docks on the Loxahatchee
River, west of the railroad bridge. They feel that this would
be best carried out by a standard ordinance that would be agreed
upon by each of the governing bodies. The proposed ordinance will
consist of nine (9) key sections .that were r~vi~wed. by Dlr. Yoder.
Mr. Yoder briefly reviewed several other projects that the
Committee was working on. One of the projects was the Loxahatchee
River Comprehensive Study which objective is to establish a factual
data base on which to make future decisions. Another study
is the National Park Service, l~lild and Scenic River Study.
There is a study by the Corps of Engineers of the C-1$
Canal. This study is to see what can be done to rectify some
of the problems it has caused.
There were several miscellaneous studies that were mentioned
by Mr. Yoder.
Attorney Douglas Rawls Girvin was present rep~;~~:~t~.~~g the
application for rezoning of Lot 22, Block 2, Jupiter in the Pines,
Section "C" from R-2 Multiple Family Dwelling District to C-1
• Retail Commerical District. The application had been made by

Attorney Girvin, a co-purchaser of the property and Paul Compare,
the current owner of the property, They propose to construct
• a professional office building, which they will use part of for
their own offices, Attorney Girvin told Council that these
offices will be condominium offices and will exclude leasing of
the office spaces to doctors, dentists or retail uses which
would create a heavy influx of traffic in this area,
Attorney Girvin told Council. they have hired the firm of
Kimley-Horn & Associates, Inc, to do a traffic study, Mr. Steve
Godfrey, Kimley-Horn & Associates, Inc. showed a drawing of
what the parking area may look like. One problem with the
parking that was pointed out by the Village Manager is that
some of the parking areas back out onto Fiesta Avenue.
Attorney Girvin, showed three sketches of the possible
buildings, It was the consensus of the Council that the petitioners
were entitled to a Public Hearing far rezoning of their property.
The Village Attorney read by title, AN ORDINANCE OF THE
VILLAGE OF TEQUESTA, FLORIDA, AMENDING THE OFFICIAL ZONING ORDINANCE
OF THE VILLAGE SO AS TO PROVIDE A ZONING CHANGE FOR THE PROPERTY
DESCRIBED HEREIN FROM R-2, MULTIPLE FAMILY DWELLING DISTRICT TO
C-1, RETAIL COMMERCIAL DISTRICT AND FURTHER AMENDING THE ADOPTED
CQ'~IPREHENSIVE PLAN OF THE VILLAGE OF TEQUESTA BY PROVIDING A
LAND USE CLASSIFICATION C,ONSTSTENT WITH THE C-1 RETAIL COMI+~RCIAL
DISTRICT , Ryan moved., "that we approve the first readinger

and therefore the motion was passed and adopted.
The Minutes of the January 27, 19$1 Council Meeting were
received,
The Villa a Manager's Report for January 25, 19$1 to
February 7, 191 was received.
The Minutes of the January 13, 19$1 Public Hearing and the
Minutes of the Site Plan Review of January 27, 19$1 were received,
Under Councilmembers Report Little informed Council of a
resident who is having problems with motorized vehicles going
through his property, Stoddard spoke of the Country Club Community
Association working with Chief Flannery on problems in the
Country Club area, Cook spoke about the Leisure Time Committee.
Mayor Mapes spoke to Council about COG Resolution No. 3-$0/$1
requesting the Federal Government and State Government to complete
the "Missing Link" of Intrastate Highway 95 in Palm Beach County
and Martin County, The Mayor told Council he needs their approval

and their authorization to sign this Resolution at the next
COG Meeting. The Resolution is entitled, A RESOLUTION OF
• THE LOXAHATCHEE COUNCIL OF GOVERNMENTS (COG) REQUESTING ALL
POSSIBLE ACTION BY THE GOVERNMENT OF THE UNITED STATES AND
THE STATE OF FLORIDA TO COMPLETE THE "MISSING LINK" OF
INTRASTATE HIGHWAY 95 IN PALM BEACH AND MARTIN COUNTY IN
FLORIDA. Stoddard moved, "that the Mayor be authorized to
sign the Resolution". Little seconded and vote on the motion
was:

and therefore the motion was passed and adopted.
The meeting was adjourned at 9:17 P.M.
