HomeMy WebLinkAboutMinutes_Workshop_03/23/1981 MINUTES OF THE WORKSHOP MEETING OF THE COUPICIL OF THE VILLAGE OF TEQUESTA, F~I.ORIDA March 23, 19$1 A Workshop meeting, was held by the Village of Tequesta, Florida at t~:00 P.M., Tuesday, N.arch 23, 191 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Cook, Little, Mapes and Stoddard. Councilmember Ryan had advised he could not be in attendance. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. Also present was Councilmember Elect Lee Brown. The purpose of this meeting was so that the Village Council and Rinker Materials Corporation. could discuss the problems that the Village feels exist at Rinker~s batching plant. Rinker Materials Corporation. was represented by • Karl Watson, Regional Manager, Jerry Jackson, Rinker~s Attorney and John Lewis, Jupiter/Tequesta Plant Manager. The Village Attorney started the meeting off by advising Rinker of the complaints that have been received about their plant. Mr. Watson reminded Council that several years ago Rinker came to the Village with. a plan to renovate the plant but was turned down because the Village would not approve the overhead (across Old Dixie) coveyor belt, T~Ir. Jackson told Council that material handling is a real problem and a bigger plant is needed to handle it. Mr. Jackson also told Council. that with the renovation the silos could probably go on the west side of the road, Mr, Watson explained that with the renovation there would be fewer trucks and a quicker. turn about for their trucks with fewer trips, The representativesof Rinker gave a brief run down of what kinds of improvements would be made if they were allowed the variance to renovate their plant. The Village Attorney asked what plans they had if the variance was not approved and the • improvement had to be made now, Mr, Jackson told Council that the noise problem is diffcult to solve without putting in a ~. ~' 03-23-$1 -C2 new type system that would cut down the noise but would also improve the appearance of the plant. Mr. Watson told Council that they could put a concrete drive in the vacant lot where they now dump their waste cement, but in the future they would like to put their office buildings for the new plant in that area which would eliminate noise. Councilmember Cook asked why some sort of hedge could not be planted now around the area to screen the view from the surrounding areas. The Village Attorney read the nonconforming use of the property and told Rinker that there is a possibility the Village may adopt a "No Dumping" Ordinance that would prohibit dumping in this (Old Dixie) area and all areas of the Village. Rinker asked the Village Council if they would visit their Lake Worth plant to see first hand the improvements that could be made in Tequesta if they were given the approval. Council and Rinker agreed to meet at the Lake Worth Plant on March 31, 19$1, Tuesday at 1:00 P.M. for an on-site inspection. The meeting was adjourned at 5:00 P.M. Rinker attempt, if any, to get a variance to expand and moderize their plant is a different problem that must be approached thru the appropriate procedures.
