The meeting was held in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were Cook, Little, Mapes, Ryan and. Stoddard. Also present were Robert Harp, Village Manager, Cyrese Colbert, Villa€re Clerk and John C. Randolph, Village Attorney. The opening Prayer and Pledge of Allegiance to the Flag was given by Mayor Mapes. There were no announcements. The Village Manager reminded Council that he had sent a memorandum to Council suggesting rules and procedures that should be applicable to the election of the Mayor and Vice -Mayor. (see attached exhibit "A") Nominations do not require a second and as soon as one(1) of the nominees receives a majority vote, the chair will declare the nominee elected. Another memorandum was sent to Council with a suggested resolution for the adoption of a Mayor and Vice-Mayor. (see attached exhibit "B") Stoddard nominated t~~. Harvey Mapes, Jr. as Mayor by written Resolution pursuant to Article II, Section 2.06 of the Charter of the Village, Having received no other nominations W. Harvey i~~.apes, Jr. was re-appointed Mayor by the Council, 03-24-$1 -O2 ~'~.H. Mapes, Jr, nominated Carlton D. Stoddard as Vice-P~iayor by written Resolution pursuant to Article II, Section 2.06 of the Charter of the Village. Having received no other nominations Carlton D. Stoddard was reappointed Vice-Mayor by the Council. P~Tayor Mapes and Vice -Nlayor Stoddard took the "Oath of Office" given by the Village Manager. Stoddard nominated Councilmember Tom Little to be Treasurer, Having received no other nomination Councilmember Little was reappointed Treasurer. Stoddard nominated Councilmember Leslie A. Cook to be Tax Assessor. Having received no other nominations Councilmember Cook was reappointed Tax Assessor. Stoddard nominated Councilmember Lee M. Brown to be Tax Collector, Having received no other nomination Councilmember Brown was appointed Tax Collector. Cook moved, "that we approve the savings accounts and depositories and sign the cards (see attached exhibit "C") Brown took the "Oath of Office" of Tax Collector, Cook took the "Oath of Office" of Tax Assessor and Little took the "Oath of Office" of Treasurer administered by the Village Manager. Cook moved, "that we appoint the following people: Village Manager Robert Harp Village Clerk Cyrese Colbert Assistant Village Clerk Jean Frank Village Attorney Firm: Johnston, Sasser, Randolph & ti~Teaver (John C. Randolph) Stoddard seconded and vote on the motion was: Brown -for Cook -for Little -for Mapes -for Stoddard -for and therefore the moti,~n was passed and adopted. Robert Harp took the "Oath of Office" of Village Manager and Cyrese Colbert took the "Oath of Office" of Village Clerk administered by the Village Attorne y, The Village Manager introduced the following people whom he had recommended to Council, as Department Heads: • 03 -24-$1 -03 Finance Director Police Chief Building Official Water Dept. Supt. Transportation (Maintenance) Recreation & Parks Bill Kascavelis Franklin E, Flannery Alvin W. Butterfield James W, Worth Curtis S, Sapp Gary Preston Little moved, "to accept Mr, Harp's (Village Manager) recommend-~ ations". Cook seconded and vote on the motion was: Brown -for Cook -for Little -for Mapes -for Stoddard -for and therefore the motion was passed and adopted. Stoddard moved, "for appointment of Franklin E. Flannery as Chief Preparedness Director and Leslie A, Cook to COG Leisure Time Committee'.'. Brown seconded and vote on the motion was: Brown -for Cook -for Little -for Mapes -for • Stoddard -for and therefore the motion was passed and adopted, Franklin E. Fl~~nnery took the "Oath of Office" of Police Chief administered by the Village Manager. Stoddard moved, "that the Mayor be appointed to COG". Cook seconded and vote on the motion was: Brown -fo r Cook -for Little -for Mapes -abstained Stoddard -for and therefore the motion was passed and adopted. Stoddard moved, "that Joe Yoder continue in that office (Village Representative to Technical Steering Committee - Comprehensive Study of the Loxahatchee River Basin and Pier and Dock Ordinance Committee)", Little seconded the motion and vote on the motion was: • Brown Cook -for -for Little -for Mapes -for Stoddard -for 03-24-$1 -04 and therefore the motion was passed and adopted, • Vice-Mayor Stoddard informed Council that he had requested Nicholls Sanitation, Inc. garbage and trash collection be on the Agenda because of the complaints he had received about garbage cans being blown into the street. Ray Dinkle, General Manager for Nicholls Sanitation, Inc. was present as requested by the Village to try and give some answers to complaints that have been received. Mr. Dinkle told Council that even though the Village Council decided that for the 190/$1 Budget the garbage service would be changed from side/rear pick-up to curb pick-up that it would have happened sooner or later anyway. There will eventually be no side/rear pick up at any price. ,~ Mr. Dinkle told Co he feels plastic garbage bags should be use on windy days to eliminate the problem of garbage cans being Town into the street. Mr. Dinkle feels that if plastic bags were used in place of cans it would eliminate several problems, such as people who work and cannot bring their cans in before they leave for work then if they used bags there would be no cans left out to look unsightly or to blow awa rr. Vice-R'Iayor Stoddard told Mr. Dinkle that if Nicholls Sanitation, Inc, stayed on a schedule that he believes that • would help the matter greatly. Mr. Robert Moore, representing Tequesta Country Club Community Association was asked to appear on behalf of the Association to read a letter from the Association to Council on the through truck traffic on Tequesta Drive and Country Club Drive, Mr. Moore read the letter to Council from the Tequesta Country Club Community Association Special Committee. The Village Attorney advised Council of an Ordinance entitled, AN ORDINANCE OF THE VILLAGE OF TEQUESTA, FLORIDA, AN~1~rDIRTG THE OFFICIAL ZONING ORDINANCE OF THE VILLAGE SO AS TO PROVIDE A ZONING CHANGE FOR THE PROPERTY DESCRIBED HEREIN FROM R-2, bNLTIPLE FAMILY DVtTELLING DISTRICT TO C-l, RETAIL COMMERCIAL DISTRICT AND FURTHER AMENDING THE ADOPTED COi~'REHENSIVE PLAN OF THE VILLAGE OF TEQUESTA BY PROVIDING A LAND USE CLASSIFICATION CONSISTENT WITH THE C-1 RETAIL COMP~RCTAL DISTRICT, rezoning this parcel of land from R-2 to C-1 (Compare property). A Public Hearing on this rezoning had been held this same night. 1'fir. Smith, owner of the Executive Building, east of this parcel of land, told Council he had been told that this piece of property would not be approved fora rezoning. He told Council he had intentions of putting a parking lot there. Mapes told ?~Tr. Smith, that he has been on Council several years • and he does not remember such a request coming before the Council since his term in office. He also told Mr. Smith that he would not have approved the rezoning of that parcel of land for a parking lot. 03-24-$1 -05 Stoddard moved, "to adopt second reading of the Ordinance (AN ORDINANCE OF THE VILLAGE OF TEQUESTA, FLORIDA, AI~~~NDING THE OFFICIAL ZUAIING ORDINANCE OF THE VILLAGE SO AS TO PROVIDE A ZONIhTG CHANGE FOR THE PROPERTY DESCRIBED HEREIN FROM R-2, MULTIPLE FAMILY DWELLING DISTRICT TO C-1, RETAIL CO~~RCIAL DISTRICT AND FURTHER AP~~NDING THE ADOPTED COt~IPREHEN- SIVE PLAN OF THE VILLAGE OF TEQUESTA BY PROVIDING A LAND USE CLASSIFICATION CONSISTEn1T WITH THE C~1 RETAIL COMMERCIAL DISTRICT)". Cook seconded and vote on the motion was: Brov~m -for Cook -for Little --for Mapes -for Stoddard -for and therefore Ordinance No. 291 was passed and adopted on second reading, The minutes of the March 10, 19$1 Council Meeting, the Village Manager's Report for March $, 19$1 through March 21, 19$1, the Village Financial Statement for February, 19$1 and the Water Department Financial Statement for February, 19$1 were received, COOk tpld Coiinril chrr r.;~,µlri like ~ letter Sent t0 the County requesting a traffic light at Toney Penna and Military • Trail for the safety of our school children, Cook-~wil1 attend Commissioner Peggy Evatt's quarterly meeting representing the Village and will make the request at that time.
