MINUTES OF THE SITE PLAN REVIEW
OF THE VILLAGE OF TEQUESTA, FLORIDA
November 11, 19$0

Mayor Mapes called the Site Plan Review to order for the
Tequesta Country Club and the First Baptist Church of Jupiter-
Tequesta.
The Building Official was on vacation so the Building
Inspector was present to review the Site Plan Reviews with
Council.
The Building Inspector reviewed with Council the Building
Off icialTs Site Plan Examination Report for the maintenance
building addition project for the Tequesta Cn~untry Club, T.nc.
and also the Site Plan Review Application and Check List.
The Building Inspector reviewed with Council the Building
Official's Site Plan Examination Re ort for the sanctuary and
• classroom buildings project for the first Baptist Church and
also the Site Plan Review Application and Check List.
Stoddard wanted the Building Inspector to clarify where the
storm water runoff would go. The Building Inspector told Council
that the Building Department would make sure that all storm water
runoff would be taken care of on the property itself and not
allowed into the existing storm drainage facilities on Tequesta
Drive or Dover Road.
The meeting was adjourned at 7:41 P.M.

OF THE VILLAGE OF TEQUESTA, FLORIDA
November 1,1, 190
A meeting of the Council of the Village of Tequesta, Florida,
was held at 7:4~ P.M., (immediately following a Public Hearing
and Site Plan Review) Tuesday, November 11., 1,9$0 in the Village
Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers
present were Cook, Little, Mapes, Ryan and Stoddard. Also
present were Robert Harp, Village Manager, Cyrese Colbert, Village
Clerk and John C, Randolph, Village Attorney,
The opening Prayer and Pledge of Allegiance to the Flag was
led by Vice-Mayor Stoddard,
There were no announcements.
The only addition made to the agenda was:
4f. Shady Lane Subdivision Park and Roadway.
• Council approved moving 4a, b, c and d under " New Business"
up to first on the agenda.

The minutes of the October 2$, 19$0 Council Meeting were
received after a correction was made at the request of Stoddard.
• The Village Managerts Report of October 26 through November $,
19$0 was received.
The Village Financial Statement and Water Department Financial
Statement for September, 19$0 were received.
The Village Manager explained to Cauncil that after reviewing
the General Fund Budget and the Water Department Operation and
Maintenance Fund Budget for the fiscal year 1979/$0 it was
necessary to make revisions to the Budgets. The Village Manager
also reviewed with Council the necessary revisions,
The Village Manager read a Resolution entitled, A RESOLUTION
OF THE VTLLAGE OF TEQUESTA, FLORIDA, PROVIDING FOR REVISIONS TO
THE BUDGETS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 1979.
Stoddard ;.moved, "that the amendments "A" and "B" be approved
and the Resolution adopted". Ryan seconded and vote on the motion

• Ms. Joanna Rodriguez, Project Architect, Gee & Jenson, was

present to answer any questions Council may have on the proposed
• building for the Water and Building Department.
Ms. Rodriguez told Council in a letter dated November 10, 19$0
that based on the design of the proposed building, "it would be
less expensive to construct the building out of concrete masonry
than to use a pre-engineered metal building system". The cost of
the CBS Building with stucco finish would be approximately $$$,000.
while the cost of the pre-Engineered Metal Building would. be
approximately $101,l~00. These figures do not include 5~ contingencies,
fees, administrative costs, landscaping and irrigation or utility
extensions. Little moved, "to permit Gee & Jenson to prepare
plans and specifications pursuant to the drawings and letter submitted
in addition to the future expansions shown thereon". Stoddard
seconded and vote on the motion was:

Mr. John Giba, Fairvie~« East,, was present to express his
dissatisfaction with the operation of Rinker's, Old Dixie Highway.
• Mr. Giba gave Council several pictures of various happenings at the
Rinker Plant which he feels is in violation of the Zoning Ordinance
and of the Land Use Plan. The Council directed the investigation
of the charges, by the Village of Tequesta's Building Official,
After the report is received from the Building Official a workshop
meeting is to be set up.
Mr. Robert Moore, Country Club Drive, gave a report to Council
on the "Connector Road". Mr. Moore felt that someone from the Village
should go to Martin County and request that an engineering study
be done. Mr. Giba and Mr. Zielinski also spoke on the subject.
Council appointed Vice-Mayor Stoddard and John Giba to go to
Martin County Commission Meeting and request that Martin County
have an engineering study done on a "Connector Road" and present
the study to the Governor. Little reiterated his feelings against
the taking of any part of land belonging to the ~i.rl Scouts or
against the Village taking any stand on where Martin County should
build the "Connector Road" and Councilmember Ryan agreed. The other
Councilmembers agreed that the Village should not take a stand on
the placement of the Connector Road.
Mr. Kenneth Mates, 15 Oakridge Lane, told Council that he is
a General Contractor who lives in Tequesta and is also upset with
the 100 increase in his occupational license fee and is also
upset that the Village permits unlicensed contractors to build
homes in Tequesta as "Owner-Builder", but sells the house before
it is finished. The Building Official was not present at the
Council Meeting and Council directed the Village Manager to have
the Building Official check into it.
The Village Manager explained to Council that the North
• County First Aid Squad, Ine. advised that they have entered
into a contract to purchase land lying directly behind their
property on Seabrook Road. The First Aid Squad has requested
a zoning classification change from R-1 Single Family to ,:'-1
Retail Commerical and a change of the land use from medium density
residential to commercial, Mrs. Little, First Aid Squad, told
Council they need the land to build additional buildings for
three (3) living quarters and for three (3) vehicles. The
Village Attorney told Council that this was on the agenda tonight
so he could get Council's feelings on the request. Cook moved,
"we have approval of a Public Hearing concerning the land use
change and zoning of the property behind the First Aid Squad".

The Village Manager told Council that when Chief Flannery
decided to file to run for the Palm Beach County Sheriff' Office
he had to resign to run. His resignation was to take effect
• January 5, 191. Since Chief Flannery was unsuccessful in his
bid to become Sheriff, the Village should appoint a Police Chi:~f
The Village Manager recommended the appointment of Franklin E.
Flannery as Police Chief. Ryan moved, " we accept the appointment
of Franklin E. Flannery as Chief of Police for the Village of
Tequesta". Cook seconded and vote on the motion was:

Mr. Tim Messler, Shady Lane Subdivision was present to present
to Council their intended way to provide the amount of park area
re4u3:red for that subdivision, In a memorandum dated November I1,
1980 to Council from the Village Manager. th-ss Village Manager
explained that it is the developers of Shady Lane Subdivision
intent to subdivide the area northwest of Shady Lane into an
approximate nineteen (19) lot subdivision and to provide enough
park area from the new subdivision (a little over '~ acre)
to meet the park area requirements for both subdivisions.
The park area is a pie shaped area that is approximately
twenty-two feet (22') wide at the street line and narrows down
to the river bank. Council asked several questions from Mr. Messler.

' Mayor Mapes turned the gavel over to Vice-Mayor Stoddard so
he could make a motion. Mapes then moved, "that we not accept
the pie shaped area as a park", Cook seconded and vote on the
motion was:

and therefore the motion was passed and adopted,
The Village Manager had advised Council that the North County
Jaycees are not going to provide for the Annual Jupiter-Tequesta
Christmas Parade this year. The Jupiter-Tequesta Athletic Association
is going to provide for the parade and has requested the $400.
the Village has allocated to the Jaycees for the Christmas Parade.
Stoddard moved, "that the budgeted sum of $400. be authorized to
be paid to the Jupiter-Tequesta Athletic Association". Ryan
seconded and vote on the motion was:
