T~Iayor Brown introduced P•~Ir, Richard Sorensen, Jupiter Inlet
District and told the audience T~Zr. Sorensen had a request he
wanted to present to the people, T~Ir. Sorensen told the audience
and Council that on Tuesday, December 1~, 1979 the Jupiter Tnlet
District will meet with the Florida State Department of Environmental
Regulation. in regard.. to the cleaning of the entrance of the
Intracoastal into the Loxahatchee of the oyster bars that presently
exist, NIr. Sorensen said that the DER is concerned that the
cleaning of the oyster bars will damage the shrimp grass that
is in that area, but the Jupiter Inlet District~~- argument is that
the shrimp grass now exists only because of the clearing away
of the oyster bars in the surrounding areas by local residents
under the direction of the Jupiter Inlet District. Mr. Sorensen
asked that the people attend the meeting in support of the Jupiter
• Inlet District's request.
The Village Manager told Council there were two amendments
to the Land Use Plan involved. After the Land Use Plan was adopted
there were two errors fo~.znd, One of them being that the Land
Use Plan had split the executive Building and that the Land Use
had been changed on Lot 1 to commercial when actually it should
have also included Lots 2 and 3, Block 2. The second parcel
of land, the Pontifical Institute for Foreign Missions on Jupiter
Island, was given land use of medium density ao conform to the
County's proposed land use but the County realized that area shc~°~`'.d
be high density and changed their land use to reflect the same.
The Villagers land use for that area now should be changed to the
high density land use.
There were no comments from the floor.
The Village Attorney told Council that in the past the
Village has not seeked the approval from the County for the
reaoning of parcels of land before they were annexed into the
Village but the Village could go to the County first and ask
that the property under consideration be rezoned and then annexed
into Tequesta.
The Village Attorney also advised Council that they co~~'~
consider the Minutes and Reports for the Regular Council M

at this time. The Minutes of the Public Hearing, November 13, 1979,
the Minutes of the Council Meeting, November 13, 1979, the
Minutes of the Public Hearing, November 27, 1979 and the Minutes
of the Council Meeting November 27, 1979 were received as presented.
The Village Manager's Report for November 25, 1979 through December $,
1979 was received. The Water Department Financial Statement for
October, 1979 was received.

Mayor Brovan welcomed everyone in the audience and added
"that he wished these people showed. up more often".
T~'layar Brown then announced that during this meeting the
Village Staff would make its presentation, then members of the
Village Council would hear comments from the floor and entertain
any question they may have,
John Giba, Planning Consultant, gave a review of the procedures
the Village went through to adopt; the Comprehensive Land Use Plan.
He told the audience that the seven Public Hearings held had
been published ten times,
The Planning Consultant reviewed the twenty-seven parcels
• o.f land that were to be rezoned.
Giba said there was one area that most of the people were
concerned about and that was the area west of the railroad that
was being rezoned from R-1 Single.Family to R-2 Multiple Family.
He told Council that both R-1 and R-2 allow two (2) stories. The
R-~_ zoning allows 37~ lot coverage and R-2 allows 3~~ lot coverage.
Mrs. Linda Otto., 15 Pine Hill Trail E, - presented Council.
with a petition that had 1`-;O signatures ora the petition.~uvlrs. Otto
read the petition against the rezoning of parcel ~3, which was
the parcel Giba had mentioned.
I~~r. Salvatore ~°Iancuso told Council he likes a small town
atmosphere. He has lived in Tequesta for 14 years and would like
to see the Village buy the 1.1 acres in question to make a park
for the Village residents, P•~Ir. Mancuso told Council he was against
the rezoning of parcel ~3.
Mr. Mel Mendelson, property owner in Tequesta Pines, told
Council he was against the rezoning of the property adjacent to
Tequesta Pines.
Mr, Roger Buretto, Florida East Coast Railway Representative
told Council the F.E.C. was against the Village rezoning to the
• middle of their tracks. The Village Attorney told Council that

the rezoning to the middle of the Railroad tracks could present a
• problem but the sections in the Ordinance pertaining to the Railroad
could be eliminated on second reading of the Ordinance. Anew
Ordinance could then be drawn up with the correct wording.
Mr. Ken Mates: 15 Oakridge Lane, told Council he believed that
if the R-1 Zoning was changed to R-2 the traffic from Cypress Drive
onto Tequesta Drive would certainly increase. He was against the
rezoning of parcel #~3.
Mrs. Brown: 7 Pine Hill Trail E. told Council she was concerned
that the property value in Tequesta Pines would go down if
multiple family dwellings were allowed next to Tequesta Pines.
Mrs. Brown was against the rezoning of parcel ~3.
Mr. Tom Hale, Willow Road, told Council he was against the
rezoning of parcel ~3, and that it was not too late to change
the Land Use Plan.
Attorney Dave Womack, told Council he was representing
Mrs. Partyka, who is the owner of parcel X15, which is just east
of the First American Bank and across Tequesta Drive from Tequesta
Hardware. Attorney Womack advised Council that his clients objected
to the rezoning of their parcel of land from C-2 to C-1. He
expressed concern that the rezoning would limit the use of the
property.
• Mr. Peter Baron, Tequesta Gardens, objected to the rezoning
of parcel ~3, stating he was concerned with who wanted it rezoned?
Mr. Robert Sattley, Tequesta Gardens, expressed his appreciation
of the hard work that went into the Comprehensive Land Use Plan.
Mr. Dorner, owner of parcel ~3, told Council that if the
rezoning was approved he would build two story townhouses
clusters of four with natural tree buffers between his buildings
and the single family homes in Tequesta Pines.
Mr. Charles Foster, lot 74. Tequesta Pines, objected to the
rezoning of parcel ~3.
After all comments were heard from the floor, staff and
Council, the meeting was adjourned.at 9:35 P.M.
