HomeMy WebLinkAboutMinutes_Regular_01/22/1980• MINUTES OF THE MEETING OF THE COUNCIL OF THE VILLAGE OF TEG~UESTA, FLORIDA January 22, 190 A Meeting of the Council of the Village of Tequesta, Florida, was held at 740 P.M., Tuesday, January 22, 190 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida, Councilm~embers present were Brown, Cork, Mapes, Ryan and Yoder. Also rresent were Robert Hare, Village Manager, Cyrese Colbert, Village Clerk anal John C. Randolph, Village Attorney. The opening Prayer and Pledge of Allegiance to the Flag was given by Mayor Brown. Mayor Brown announced that all potential Candidates for the Village of Tequesta Council Seat 1, Seat 3 and Seat 5 for the March 11, 190 election, must file with the Village Clerk a r'Notice of Candidacy" from and including February 10, 190 to and including February 20, 190. He also announced that the final day for voter registration is Saturday, February 9, 190 • at the Northeast County Complex office of the Supervisor of Elections. Mayor Brown announced he will not be filing for reelection. Councilmember Yoder also announced he does not desire to be a candidate. ~l~he minutes of the Special Council Meeting of December 27, 1979 a1d the minutes of the Public Hearing of January £~, 19F~0 were received. The minutes of the Council Meeting for January ~, 19$0 were received with correction, The Village Manager's Report for January 6 - 20, 190 was received. The Village Manager, reported to Council that the Country Club bicycle path has again been approved for funding by the County, The Countsr has also hired a new contractor and the bicycle path should !~e completed between March 1 and 15, 1~?~'0. Clark Krueger, Gee 8c Jenson, v,~as present and told the Council that Mr, John Wise, Gee & Jenson, could not be present tonight because he had another commitment. Mr. Krueger told Council that on the drainage improvements for Country Club Drive there were a few minor things left to do. In the Dover Road area the major part is complete and the line replacement is the big remaining • thing now. Mayor Brown a~lred :chat was being done about the drainage improvements in the Tequesta Gardens area. But other areas. in the Village ~,.-e~~, ,oor and a asphalt concrete, type II, 3/4" depth was recommended, ";. ~~ueger told Council the estimated cost of this is $223,000 :~~.t%, i_n~ contingency added, The work could be completed in twenty- f~_?% d:~•'s, Mr. Krueger told Council. :~, John McKune told Council he was not present to give a rt~;~~:~r'., but to get directions from Council. He wanted to know '~~,~~! Mr. McKune told Council that they were having i•ou~le obtaining one easement and the Village may have to go with .~~ ~~ t,ernate route and this would increase the construction cost o:~`. tic line, therefore it would increase the connection charges ~,~r new construction on Jupiter Island. the Village Attorney t,v~d Council if they were worried about new construction being ,,v8rted on the Island without the new connection charges then the zv~il?age could consider a water moratorium on the water connection for Tupiter Island, John Giba, Planning Consultant, told Gouncil that he has te~~~ corking on the updating of the Zoning Ordinance. Two sections o?:' ,the Zoning Ordinance have. been reviewed-with himself, the Building `'~'f.cial, the Village Attorney and the Village Manager. He also ~. `,! t.o~c<`Council that many changes have been made, Giba also reported on the Martin County connector road. He tc"_Z Council that the State Department of Parks and Recreation tfarete a letter to the Martin County Commissioners stating that P~?ar~in County could not purchase property leased to the Girl `~ccutsbecause the Girl Scouts have a nonrevokable lease that cannot be broken, Council directed the Village Manager to contact t~h~ new Martin County Commission Chairman and remind him of the ~:'iilage's position on the connector road. • Th~Village Attorney informed Council that the Village `janager as received from the JIB Club, Mr, Von Zabern, President, a "Site Plan Review". The Attorney also said he has been cartacted by the Attorney for the JIB Club, The Attarney for ~,he JIB Club believes that since the density was not being increased on the recently annexed property that the Village does not need Co~~.nty's approval for rezoning. But it was the opinion of the Village Attorney that the Village go ahead with the petition for rr::~o_~~;ng to the County or that Mr. Von Zabern wait the two ,year r~ez~~.:~d. The Village Attorney has advised the Village Manager to ~~~,~~~; before submitting the "Site Plan Review". Council agreed t,ha the Village Attorney should proceed with the petition to tl~~: County for the rezoning and waiver of the two year period. Yoder felt that maybe if the people felt they were being given more for working on the Council, t~.here would be more people interested in running for Council. Council directed the Village Manager to survey the surrounding "~ -~ unities to see what other Councilmember fees were.
