OF THE VILLAGE OF TEQUESTA, FLORIDA
April $, 190
A Meeting of the Council of the Village of Tequesta,
Florida, was held at 7:30 P.M., Tuesday, April F3, 190
in the Village Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Little, P~Zapes, Ryan and Stoddard.
Cao'_~c: had advised she could no} be in attendance. Also present
were Robert Harp, Village Manager, Cyrese Colbert, Village
Clerk and John C. Randolph, Village Attorney.
The opening Prayer and Pledge of Allegiance to the Flag
was given by Mayor T~~iapes.
Mayor Mapes requested that item 2b. on the Agenda be
moved up to the first item on the Agenda. Council approved
the change.
• The Village T~lanager explained that this request by P~Ir. Miller
was brought about because the Police Department had received
complaints about the illegal parking of trucks at 566 Dover Road.
After the Police spoke to i~ir. Itliller, he was advised that he
could make application for waiver of Section 16.E (2) of the
Vil_lat e Code of Ordinances. P~Ir. P~liller complied by making such
application for waiver because tree pick-up truck was needed
to transport tTf~o (2} large oxygen tanks in addition to a small
oxygen tank when he would be going out of town.
Councilmember Stoddard told i~~Ir, T~'Iiller that he had received
several complaints about the i?le al parking of certain trucks

for health reasons". Ryan seconded and vote on the motion was:

Council asked several questions on the Village Manager's
• Report. One concern of the majority of Council was item X50,
which was a letter of P~~Iarch 24, 190 sent to Lone Star Florida,
Inc. advising they could not reactivate their batching facility
on Old Dixie Highway. The Village 1~Ianager advised Council
that in the opinion of the Village Attorney Lone Star Florida,
Inc. could not reactivate its plant since it is a non-conforming
use.
Linda Otto, 15 Fine Hill Trail East asked Council why the
railroad still loads and unloads rocks at this location if
it is a non-conforming use, She was advised by Council that
the loading and unloading of rocks was not a non-conforming use.
N1r. Sandy Nettles, Gee 8c Jenson, told Council they had
received three (3) bids for the uYater Supply Improvements
Phase I, Gee & Jenson's estimated construction cost for this
project was ~96,~600. and the total estimated cost, including
design and engineering services during construction, is
~1~9,750, Mr, Nettles said Gee & Jenson recommended Council
accept the bid from Drilling Services, 3504 Industrial 33rd,
Street, Fort Pierce, in the amount of $'71,~~7,50. Stoddard
moved, "that we accept the bid of Drilling Services in the
amount of $71,~~7,50", Ryan seconded and vote on the motion
was:

and therefore the motion was passed and adopted.
Stoddard moved, "that the funds be paid from the Water
Department Capital Improvement Funds". Ryan seconded and vote
on the motion was:

1~~. Ennis, 290 Country Club Drive, told Council that he
had received notice that the bicycle path was scheduled to
start on April 14, 190, He told Council°he was against the
bicycle path.
Council asked Gary Preston, Recreation Director to e:~plain
the situation on the bicycle path. Preston explained to Council
and the audience that the bicycle path had been in the budget
• since 1976. Palm Beach County would share 50J in the funding
of the path.

the bicycle path would be installed as scheduled,
The Village P~~Tanager explained the Jupiter-Tequesta
Athletic. Association has submitted a written request to place
a temporary sign in front of a new 190 Pontiac Sunbird fi~hich
will be shown at local banks in Tequesta. The sale of tickets
for the car and other prizes is for the JTAA Annual Fund
• Raising Event. Council can approve such a temporary sign if
they so desire. Little moved, "to approve the temporary sign".
Ryan seconded and vote on the motion was:

and therefore the motion was passed and adopted.
P~Zr. Theodore E. Davis part owner of a 3,9~ acre tract of
land in Palm Beach County, adjacent to and abutting the Village
of Tequesta at Tequesta Pines spoke to Council of a proposed
subdivision he and his partner have proposed for this area. The
only available ingress and egress to the proposed subdivision.

Some of the people in Tequesta Pines who would be effected by
this plan spoke out against the subdivision, Some of the main
objections were the increase in traffic,=down grading of
their property value and they had not been notified of this
by people involved. Pair, Davis said it was his intention to
get Councils reaction first then go to the people with their
plans, to work out a viable solution. Council agreed that
P~'1r. Davis should do some more homework and then came back to
Council,

The Village Manager told Council that we had received two
(2) bids for a new mobile radio for the new Water Department
• pick up truck. This is to replace the present mobile radio
which is beyond repair. The lowest bids received $565.25.
The Water Department Consulting Engineers, as required have
approved the replacement of the old radio. Stoddard moved,
14that we authorize the purchase of the radio in the amount
of $565.25". Little seconded and vote on the motion was:

and therefore the motion was passed and adopted.
The meeting was adjourned at 9:43 P.M.
