Tequesta Dr1VP, Tequesta, Florida, Councilmembers present were: Cook, Little, '=tapes and Stoddard, Ryan had advised he would not be in attendance. Also present Caere Robert Harp, Village r2anager, CyTrese Colbert, Village Cleric and John C. Randolph, Village Attorney. The opening Prayer ar~d Pledge of Allegiance to the Flag was given by Councilmember Cook. i~~ayor T=Tapes announced a r~~.eetirs on the "Connector Load" to 'c~e 'geld UJednesday, August 27, 1~9~0 at the ~~~"Iarti n County Fire Department in Hobe So~~znd. • ~~~layor I~Zapes also announced the two (2 } Budget Public Hearings to be held T•~Ionday, September 2', 190 at 7:30 P.h~1. and Tuesday, October 14., 190 at 7~OC P.I~I. He also announced the Z~ Wing Board of. Adjustment 1"~'ieeting to be held on September 15 , 19:'0. There will also be a Zoning Board of Adjustment I~Ieeti.ng an September 22, l~?~0 on the ax~nlcation of Lone Star, Inc. for the construction of a concrete hatching plant. The i~linutes of the Special Council I~~'ieeting of August 5, 19'0, the i'!iinutes of the Council T~Ieeting of August .12, 190 were received and the Village I`~'ianager xs Report for August 10- 23, 190 were also received. Sandy Nettles, Gee F~ Jenson was present to give Council a status report on zT,round water withdrawal system safe ~~ield det~yr;~!ination, i'•~Ir. The ~~aells were pumping as hig~~ as °50 gallons per minute witr~ a higti~ level a.f a.ror., whic~',, does not prove to be a great proble~l. The t~~~o wel_ls could pump as high as t~ti~o (2} million gallons per day each. wa.t'~~~;t causing salt water intrusion as long as tY:ey were allowed to rest, i'~ir. Nettles told Counci]_ that Gee ~ Jenson vaantw~d t.o get Council is feelings on the drilling of two (2) additional. wells. Possibly one (1.) in Tequesta Pines and ono (1) in the grave site area in t<`fartin County, i'~Ir. John Ferry, Perry Cabl^, was present to request a rate increase for his compan~r, i~Ir, Ferry was present at the August; 12, 19'0 Council T~.eeting, aryl reviewed with Council several reasons why they were requesting; a rate increase, Council asked that ~~Ir. Perry come back to another Council P~~ieeting so there could be more public input and questions. I'ir. Perry agreed and retur_n.ed to this Council ~Teeting. There vaere several questions asked. by several residents, Stoddard moved, "that their (Perry Cable Television, Co.) request for the x$.00 rate be granted for a period of one (1) year and at that time Use will review the service, but x$.00 be held only fora period of one year then the rate shall take effect as applied for". Cook seconded and vote on the motion was: Cook -for Little -.for i'~ia~es -for Stoddard -for and therefore the motion was passed and adopted. ins. Tsismanakis. ~,xecutive Director, for Gul.fstream Areawide Council on Aging, inc., was present to make the • Council aware of their programs. ~7~r, Tsismanakis told Council that the Gulf stream Areav{aide Council on Aging, Inc. has some tremendous opportunities but is also having financial. problems, `1'he Council. i.s short approx-itnately X15, 000. and they are askir7g the r~~unic~.palities throuohaut Palm Beach County to give 50~ pe,r capita based on their population of older residents. The Council is asking X3$3.00 from the Vi 11age of Tequesta, I~Ir. sismanakis also showed the Village Council a personal emergency aid system called "I~Zedical t~lert". The Village Council explained to I'~r, Tsismanakis that the Village's budget for 19$0/$1 is complete for a.ll intents and purposes and that financia 1 assistance would not be available from the Village for this year. T::e Village i~'Ianager explained that this is the sixth year the Village has entered into an inter-local agreement with the County so that the County could use tree Village's population figure to meet the minimum population requirement. The Village could "Opt Out" of the Community Development Block Grant program if they so desired, but the Vil.Lage ~'•Zanager recommended that the Village not "Opt Out". The Council directed the Village Manager to send a letter to Palm L.eacl~. County Department of Housing and Community Development advi;ir.~; that we would not "Opt Out". • T:he Village I~ianager ad.visF:d. Stoddard moved, "that our regular scheduled meeting for • September 9, 19$0 be cancelled and that the next meeting shall be September 23, 198011. The Village 1'lTanager read by title only A RESOLUTION OF THE VILLAGE OF TEQUESTA, FLORIDA REQUESTING THE STATE OF FLORIDA DEPARTP~IEPIT OF CO~~~IUNITY AFFAIRS TO INCLUDE THE VILLAGE OF TEQUESTA APPLICATION Ai•'IONG THOSE REQUESTING FINANCIAL ASSISTANCE FROM THE LOCAL GOVERNNTENT COMPREHENSIVE PLANNING ACT ASSISTANCE FUND PROGRAM FOR 19$0-19$1 PROGRAM YEAR. The Village Manager explained that the Village has received a notice from the State of Florida, Department of Community Affairs that the Florida Legislature has appropriated funds for fiscal year 190-~1 to provide grants to local governments to assist them in meeting the requirements of the Local Government Comprehensive Planning Act. The Village Manager told Council that the application for the request of assistance must be returned on or before • August 29, 19$0, The proposed resolution is requesting that the Village be included among those requesting financial assistance for the 1y~0-81 program. If the financial assistance is granted the amount received could be used to pay a p~}rtion of the costs of revising the Zoning Ordinance. Little moved, "that we approve the Resolutiontl. Cook seconded and vote on the motion was: Cook -for Little -for Mapes -for Stoddard -for and therefore Resolution No. i7-79/80 was passed and adopted.
