NTINuTES OF THE T-FETING OF THE COUNCIL
OF THE VILLAGE OF TEaUESTA, FLORIDA
October 10, 197
A meeting of the Council of the Village of Tequesta,
Florida was held at 7:30 F.T., Tuesday, October 10, 197,
in the Village Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were Brown, Cook and Ryan. Council-
;riembers Tapes and Yoder were on vacation. Also present
were Cyrese Colbert, Village Clerk and John C. Randolph,
Village Attorney. Robert Harp, Village Tianager was on
vacation.
Councilmember Ryan led the meeting ire a silent
Frayer for T~lr, William B, Sydow, Gee & Jenson Engineering
firm, who worked with the `tillage for several years and
~wh.o passed away September 26, 197. Ryan also led the
Pledge of Allegiance to the F'1ag,
• A"~ayor Brawn made announcements about the COG meeting
of October 12, 197 at 7:30 P.TvT. in the L'illage Hall, the
1'Iunicipal meeting called by Feggy Evatt on November 1, 197,
the Recreation Board T~~Teeting on October 11, 197 and the
Council Workshop meeting on October 16, 197 to hear the
report, from T~Tr. John Giba on the proposed Lard Use Plan.
The minutes of the September 26, 197 Council T~Teeting
and the Village i~~Tanager's Report for September 26, 197 were
received by Council,
~`r. John Giba, Resident, told Council that the Village
of Tequesta has been 'pad by Stanley Harte in reference to
Lighthouse Plaza and that NTr, Harte has not followed the spirit
of his contract. Brovan read a letter dated October 2, 197 from
the Village to Stanley Harte, in which it states the items
finished and those unfinished or untouched, T~~Tr. Jerry Zeitler,
representing Lighthouse Plaza told Council that they have hired
a person to clean up the necessary areas, have installed signs
ara.d were to have the missing tiles replaced that very day.
'r:e also told Council they will continue working on the improvements
but it taTces time. Council. told T~Tr. Zeitler they wanted T~Ir. Hart.,e
to appear at the next Council meeting.
Alvin Butterfield, Building Official reported to Counc~_l,
at the request of T=Tayor Brol~n, on the unfinished house at the
corner of Fairview 5'lest ar~d El Portal. The Village Attorney
advised that this was an Administrative matter that should be
handled by the Village T~Tanager, Village Building Official

and the Village Attorney.
• The Village Attorney advised Council that Jupiter had voted
for the COG Resolution and that Jupiter Inlet Colony had voted
against it. Brown told Council that the Resolution had been
changed some to reflect the wishes of Council's Mr. Guy Held,
ENCON, was present and told Council that ENCON intends to have
a study done to determine the areas that require sewering. The
item was~then referred to a later meeting.
The Village Attorney stood and read a RESOLUTION OF THE
VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA,- FLORIDA, COMMENDING
WILLIAM B. SYDOW. Ryan moved, "that the Resolution be adopted".
Cook seconded and vote on the motion was:

and therefore Resolution No. 1-7$/79 was passed and adopted.
The Village Attorney explained and read by "title only"
an Ordinance entitled, AN ORDINANCE OF THE VILLAGE OF TEQUESTA,
FLORIDA, ASSESSING AN ADDITIONAL ONE DOLLAR ($1.00) AGAINST
PERSONS CONVICTED OF VIOLATIONS OF LAW FOR LAW ENFORCEMENT
EDUCATION EXPENDITURES FOR TEQUESTA LAW ENFORCEMENT OFFICERS.
• Cook moved, "to approve first reading". Ryan seconded and vote
on the motion was:

Cook -for
Ryan -for
and therefore the motion was passed and adopted. Second
reading of the Ordinance is scheduled for October 24, 197.
Under CouncilmemberTs reports Cook advised of the Leisure
Time Committee meeting on October 11, 197 at 5:00 P.M.
Brown advised Council that he attended the I-95 meeting
and stated that the Village of Tequesta favored an Easterly
route. Brown said he felt the Village needs a Committee on
Planning and Zoning. The Village Attorney said that a Planning
and Zoning Board usually sits to listen for different planning
and zoning requestsbefore it comes to the Council. He stated
that the Zoning Ordinance really should have the authority
for planning and zoning throughout the Village.
The Village Attorney advised Ryan that he would have prepared
for the October 24, 197$ Council Meeting an Ordinance on dog refuse.
The meeting was adjourned at.~:50 P.M.~
