HomeMy WebLinkAboutMinutes_Special Meeting_01/30/1979MINUTES OF THE SPECIAL COUNCIL MEETING OF THE COUNCIL • OF THE VILLAGE OF TEQUESTA, FLORIDA JANUARY 30, 1979 A Special Council Meeting of the Council of the Village of Tequesta, Florida, was held at 7:38 P.M., Tuesday, January 30, 1979, in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Brown, Mapes, Cook, Ryan and Yoder. A1_so present were Robert Harp, Village Manager and John C. Randolph, Village Attorney. Brown advised that the Special Council Meeting had been set for the purpose of accepting the Comprehensive Development Plan and Land Use Plan. for submission to State, Region and County agencies and had been so advertised. Yoder asked about the proposed wording changes on pages 3.1, 3.7 and 8.8 of the Plan, which the Council had discussed at their January 23, 1979 Council Meeting. Giba had submitted the new wording to the Councilmembers. Giba read the new wording which he had submitted. The Council was in eeneral agreement to again change page 3.7 to read .....road network is, from a practical standpoint, established, with the exception of a planned ...... Brown asked if 8.8 was committing future Councils; Yoder said the Plan was always subject to change by future • Councils but he thought the wording expressed the feeling of the present Council. (a copy of the recommended changes is attached to and made a part of these minutes) The Council all concurred with the recommended changes. The Council again noted the objection of Ott Fiebel, owner of the building on Bridge Road housing the U.S. Post Office, Hi-Spec TV and the Butcher Block Meat Market, made at the January 22, 1979 public hearing, to changing his zoning from C-2 to C-l. The Council also noted his remarks concerning the need to have the rear of the Tequesta P]_aza cleaned up and properly maintained. A discussion ensued on the parking problem caused by the Post Office in its present location. The possibilities of the Post Office moving were also discussed and Robert Sylvester said there had been discussion between Dorner and the Post Office regarding a possible site on Old Dixie Highway north of Tequesta Drive. The Village Manager read a letter dated January 22, 1979 from Norman C. Witt, Food Fair, Inc., Regional Real Estate Manager, Southeastern States, to John Giba, advising they concur with the proposed rezoning of the Southeast corner (approximately 100 feet by 250 feet) of the Alfred Corporation (Food Fair, Inc.) parcel from R-2 to C-l. Yoder moved, seconded by Cook that the Village Council approve the Comprehensive Development Plan, as amended, for acceptance and for submission to the appropriate agencies as required by statute. The vote on • ~~ 1-30-79 - 2 the motion was: Yoder For Cook For Brown For Mapes For Ryan For and the motion therefore passed. Brown reviewed previous comprehensive planning which had been done by the Village and that it will be important to have the adopted plan implemented and necessary zoning revisions, etc. made. He said there is a need for further planning consultant services to provide for proper imple- mentation of the plan and that Giba had a proposal for such services for the consideration of the Council.. Giba read his memorandum dated January 30, 1979 to the Village Council and staff in this regard. The Village Attorney advised it would not be appropriate to discuss the memorandum at this Special Council Meeting since it had been called and advertised only for the purpose of acceptance of the Comprehensive Plan. Further discussion ensued on several items not noted in the notice of the Special Council. Meeting (1) consider revising notice for Special Council Meetings (2) ENCON Country Club Drive construction. • There being no further business, the Special Council Meeting was adjourned at 8:37 P.M. Respectfully submitted, ~~~ -d ert Harp Village Manager • CHANGES TO COMPREHENSIVE PLAN JANUARY 30, 1979 (Statements in r ~ are new) Page 3.1 (bottom of) "Light Industrial: ~In addition to those uses which are allowed in the Commercial classification, uses under this classification shall include retail and commercial uses relating to the storage of goods and materials, service and repair operations, and selected other "clean" light industrial businesses relating to the fabrication of small appliances, electronic devices or similar items, but not to include manufacturing in general, and which are not objectionable to nearby residents by reason of noise, ` odors, fumes, dust, smoke, glare or activities carried on outside of the usual business hours ." • Page 3.7 (last item under "'Many considerations.....") Because pf the essentially developed nature of. the Village, the road network is, with the exception of a planned east-west road connecting Old Dixie Highway and U.S. No. 1 between Tequesta Drive and County Line Road, from a practical standpoint, established" Page 8.8 - Plan Recommendation 4. "~As the commercial/industrial area located between Tequesta Drive and the northern limit of the Village is developed, an acceptable east-west road connecting Old Dixie Highway and U.S. No. 1 must be provided by the developer interests"
