HomeMy WebLinkAboutMinutes_Special Meeting_05/15/1979a: MIAIUTES OF THE SPECIAL/y^lORKSHOP I~i~ETPIG OF THE COUNCIL OF THE VILLAGE OF TE~UESTA, FLORIDA May 15, 1979 A Special/Workshop Meeting of the Council of the Village of Tequesta, Florida was held at 2:00 P.P~I., Tuesday, May 15, 1979 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Brown, Cook, Mapes and Yodr. Ryan had other commitments and could not attend. Also present were Robert Harp, Village Manager and Cyrese Colbert Village Clerk and John C. Randolph, Village Attorney. r~rr. John ti+lise, Gee & Jenson was present to review with Council and the representatives of the Country Club the proposed specs and plans of the drainage improvements to the Country Club Coremunity. l~Ts. Wise said that the system from the community has been draining into the golf course. In the past the golf course • has had to use portable pumps to pump out the. g©nds. Mr. Wise said that the permit application has been filed with DER and S.F.ti{I.l~1.D. and he doesn't anticipate any problems. He also said that the Village could expect action v~rithin 60 days after application and the Village can proceed with construction while the permit is pending. Air. Wise explained that the system will drain into pond ~5. Pond ~5 will be enlarged to the ti~lest. rEqualizing lines will connect pond ~5 and pond ~2 ti~rith pond ~2 being enlarged to the North o{lest. Additional drainage at Riverside Drive and Fairway North will drain into the Loxahatchee. Elongation of pond X16., Pond X16 will be connected with pond ~1$. Pond X17 will be enlarged connecting to pond ~1$. At pond x`12 it will be a controlled structure, with an embankment slightly to the North West of pond X12. R1r. LVise said that ponds ~2, ~5 and ~6 will work as one lake. The. drainage will flow from pond ~5 to pond ~6 from pond ~6 to pond ~2, with the ponds being gravity fed. r='r. Roger Fulling told Council the Village could use his vacant lot for an easement instead of putting the pipe to the pond dofvn through the lot his house is on. Council directed the Village Manager to draw up an agreement between the Village of Tequesta and Mr. Fulling. General discussion between the Councilmembers, P~Ir. 4~lise and the a;~embers of the Country Club took place. 4 ~ 05-15-79 -oz Napes moved, "that the Village be instructed to find alternate routes for easements where possible and if not then easements that are damaged should be replaced as near as possible to their original conditions. Yoder seconded for reason of discussion. Yoder told Pdapes that he agreed with the replacement of small trees, scrubs, grass and replaceable fences but where there are brick walls on the easements that belong to the Village then it is the responsibility of the home o~~~ners to replace them. Council agreed to table the Ordinance until an on-site viev~a of the Village's easements could be reviewed. P~Iapes moved, ttto table the motion and direct the Engineers to seek alternate rouges for easements and at the same time to bring back a cost analysis as to the restoration of the easement which are proposed so as to allow the Council to figure the best way to gott.~ Cook seconded and vote on the motion to table was: Brown -for Cook -for Pda pe s -for .. Yoder -for and therefore the motion was passed and adopted. P~ir. UJagner stated again that the work on the golf course cannot go beyond August 31, 1979. . General discussion followed.
