HomeMy WebLinkAboutMinutes_Regular_10/25/1977• MINUTES OF THE MEETING OF THE COUNCIL THE VILLAGE OF TEQUESTA, FLORIDA October 25, 1977 A Council Meeting of the Village of Tequesta, Florida was held on Tuesday, October 25, 1°77 at 7:30 P.M. in the Village Hall. Present were Brown, Huggins, Manes, Ryan and Yoder. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney. Opening Prayer and Pledge of Allegiance to the Flag was given by Councilmember Yoder. Changes made and approved, to the agenda, were 3b. brief discussion of priority list (Zoning Ordinance) 5b. Streets and drainage projects. Mayor Brown made the announcement about a cross walk at Old Dixie and Tequesta Drive being installed by the County, and other various announcements. Councilmember Huggins and Mayor Brown said they would ride in the Jupiter-Tequesta Christmas Parade. The minutes of the September 27, 1977 Council Meeting were corrected and received. The minutes of the October 11, 1977 Council Meeting, Village Manager's Report for September 25- 30, 1977 and the Village Manager's Report for October 1-22, 1977 were received by Council. The Financial Statement and Water Department Financial Statement for September, 1977 were postponed until the November $, 1977 Council Meeting, because Council members received them late and did not have time to review them. Council talked briefly on the Police Benevolent Association election held for the Police Department. Out of ten (10) votes cast, ten (10) were in favor of having the Police Benevolent Association represent the Police Department, The Village Attorney announced that the American Arbitration Association stated the rates charged both Jupiter and Tequesta are the same and that the "fire Hydrant rental charge" applied to Jupiter residents does not violate the franchise. At f'Time for Visitors'? Council talked at length of the Lighthouse Plaza and the badly needed improvements to the exterior and landscaping. Huggins moved, ttthat Council direct the Mayor to write the owners of Lighthouse Plaza expressing our extreme concern over the deteriorated appearance of the Plaza grounds and requesting that the ownership inspect these grounds and requesting that the ownership inspect these grounds i 10-25-77 -2 to determine what actions they can take to improve that appearance, Further, that following this inspection represent- atives of Lighthouse Plaza meet with representatives of Tequesta Village Council and representatives of the Jupiter-Tequesta Chamber of Commerce", The motion was seconded and approved. The Village Attorney explained to Council the proposed Inter-Local Agreement between Palm Beach County and the Village of Tequesta. The purpose of the Agreement is to permit Palm Beach County to use Village of Tequesta population figures together with other Municipal populations in order to arrive at the minimum population of 200,000 necessary for the County to be eligible for Community Development funds. Yoder moved, "that Council approve the Inter-Local Agreement and that the Mayor execute same on the behalf of the Council", The motion was passed and adopted. Council agreed with the Village Attorney that he would let Council know at the November $, 1977 Council Meeting if there will be a need to have a Workshop meeting on the rewriting of the Zoning Ordinance. The Village Attorney advised Council that the brief on the Jupiter Inlet Corporation vs Village of Tequesta suit has been postponed til January 1$, 197$. Mader moved, "that we accept the bid (from Jenkins • Landscape, Inc. for sod and irrigation of the Village Green in the amount of $13,596,90) as specified", Mapes seconded and vote on the motion was: Brown -for Huggins -against Mapes -f o r ~,Hyaa ..... , ~f o r • :,....: Yoder -for and therefore the motion was passed and adopted. Yoder moved, "that we amend budget (to reflect same)", Mapes seconded and vote on the motion was: Brown -f o r Huggins -against Mapes -for Yoder -for and therefore the motion was passed and adopted, The Village Manager explained to Council his memorandum dated October 25, 1977 in reference to the Village Hall Improvements. The total cost of the interior remodeling of the Village Hall _, ,rr ;. .. 10-25'-77 -3 amounted to approximately $1,525.00 which left a balance of $1,$75.00 in the money allocated for the work. There are • adequate funds remaining to pay for the cost of replacing two (2) lavatories and water closet combination structures in the police cells. The cost of the two (2) lavatories and water closet were $1,725.2$. After some discussion Huggins moved, 'Tthe Council authorize the payment of $1,725.2$ from the excess funds left in the line item for interior remodeling of the Village Hall for paying the cost of the replacements for the two (2) laboratories and water closet combination structures in the police cells". The motion was seconded and approved. Councilman Ryan arrived at the Council meeting late because he was out of town at the beginning of the meeting. Councilmember Yoder read a statement from him to Council in reference to the negotiations for purchase of Tri-Southern by the Village of Tequesta. In the statement Yoder stated he was upset to find out on his return home that the negotiations had ended so ENCON could again negotiate with Tri-Southern. After a lengthy discussion Yoder moved, "the Village Council authorize Gee & Jenson Co, to resume and complete the previously requested study of the factors influencing the possible purchase of Tri-Southern Water Company by the Village of Tequesta". Huggins seconded the motion and vote on the motion was: • Brown -f o r Huggins -for Mapes --for Ryan -f o r Yoder -for and therefore the motion was passed and adopted. Council stated they wanted the Jupiter-Tequesta Junior Citizens, Inc. to send a representative to the November $, 1977 Council Meeting and discuss with Council their program before the Council selects a representative to serve on their Board of Trustees. Council requested that the Village Manager present at the November $, 1977 Council Meeting wording which would properly direct an Engineering service to be performed which would give us a general survey of the streets and drainage priority in the Village of Tequesta and such a study to be performed not to exceed $5,000.00 and with that wording then from the Village Manager we would proceed to ask him at that time to secure an Engineering service. 10-25 -77 -4 Council discussed work not being done by ENCON on Country Club Drive and Beacon Street and discussed the i latest ENCON meetings.
