THE VILLAGE OF TEQUESTA, FLORIDA
October 12, 1976
A Council Meeting of the Village of Tequesta, Florida
was held on Tuesday, October 12, 1976 at 730 P.M. in the
Village Hall. Present were Baron, Brown, Campbell, Huggins
and Yoder. Also present was Robert Harp, Village Manager and
Cyrese Colbert, Village Clerk. The Village Attorney, John
C. Randolph was on vacation. Adams Weaver, Johnston, Sasser
and Randolph stood in for Mr. Randolph. Prayer and Pledge
of Allegiance to the Flag was given by Vice-Mayor Brown.
The agenda was approved and Mayor Campbell made the announcements.
The Council Meeting Minutes for August 24, 1976, September 14
and September 29, 1976 were received. The Village Manager's
Report for September 19 thru September 30 and Village Manger's
Report for October 1, 1976 thru October 9, 1976 were also
received. There was input from the floor from Mr. Brennan
and Mr. Fulling. Mr. Arthur F. Meeks, Robert E. Owen and
Associates told Council that the Tequesta Drive improvements
were on schedule except maybe for day or two, but the work
should be completed on time. The shell base will be applied
around the middle of October.
• Baron moved, "to accept the resignation of Earl Cooper
and F.D. 'Bud" Jordan (Recreation Advisory Board) and send
them a letter of appreciation and to appoint these three,
(Mrs. Kathy Reddecliff, Mr. Richard Berube and Dr. John
Brandt) to the Recreation Advisory Board". The motion was
adopted.
Brown read his Financial Committee purpose, format and
duties. Council discussed the committee and Huggins moved,
"that the Financial Cotr~ittee propose and organize themselves
in the matter as suggested by Vice Mayor Brown in his
document presented to (7ouncil) at the October 12, 1976
Council Meeting be established". (see attached) The
motion was adopted.
Attorney Adams Weaver and Council discussed at lenght
the proposed Ordinance that would revise Section 2 and 4 of
Ordinance No. 134 which established a schedule of water rates
f'or the operation of the water distribution system. Brown
moved, "to have an Ordinance read on first reading this
evening that excludes the surcharge and includes rate
structure". Vote on the motion was:

Brown -For
Campbell -For
Huggins -Against

and was therefore approved. Baron said to let the minutes
show "this Council never requested copies of this ordinance
and that they were handed out this evening". The Village
1'Zanager read in full, "an Ordinance of the Village of Tequesta
amending Section 2, Ordinance No. 134 as amended, amending
Section 1,., Ordinance No. 134, as amended which established a
schedule of water rates for the operation of the water
distribution system of the Village and providing for and
establishing charges for fire protection, meter installation,
connection charges, reconnection". Brown moved, "the first
reading of the Ordinance be approved". Vote on the motion
was:
Baron -Against
Brown -For
Campbell -For
Huggins -Against
Yoder -For
and therefore first reading of this Ordinance was approved
and adopted.
Yoder moved, 'tto have a Special Council Meeting and
Public Hearing at 7:30 P.M. October 29, 19?6"• The motion
was adopted.
The meeting was adjourned at 11:23P.M.
