P~iINUTES OF THE MEETING OF THE COUNCIL
THE VILLAGE OF TEQUESTA, FLORIDA
February 22, 1977
A Council Meeting of the Village of Tequesta, Florida,
was held on Tuesday, February 22, 1977 at 7:30 P.M. in the
Village Hall. Present were Baron, Brown, Campbell, Huggins
and Yoder. Also present were Robert Harp, Village Manager,
Cyrese Colbert, Village Clerk and John C. Randolph, Village
Attorney. The oper_i.ng and Pledge of Allegiance to the Flag
was given by Senior Girl Scouts. Mayor Campbell read a
"Proclamation of Girl Scout titieek", and made the announcements.
The changes to the agenda were made and a;~proved.
Mr. John Giba talked about Faith Farm. The Village
Managers Report for February 6-~', 1977, Financial Statement
and ti~later Department Financial Statement for January, 1977
were received.
No one s~?oke at time for visitors.
Baron talked about lowering of the water rates by 10~.
• l~Ir. Tho~rias Panza, Police Benevolent Association talked
briefly of his letter dated February ~, 1977 asking that the
Police Benevolent Association represent the Village Police
Department. Tyr, Panza told Council he would return to the
next Council P~Teeting to give them more information about the
Police Benevolent Association.
l~~irs. Zellner, Garden Club, discussed briefly with
Council the beautfication for Tequesta Drive and the Village
Green.
Baron discussed various water matters listed on the
agenda. Baron moved, 'tthat we instruct our Attorney to negotiate
further with this railway regarding a non-cancel water line".
The motion died for lack of second. Baron also discussed the
withdraw of x'27,000. charge to Tequesta for June or any other date.
The Village Attorney gave second reading by tttitly only"
of an Ordinance amending Ordinance No. 211 (Official Zoning
Ordinance). Baron moved, 'tit be approved as read on second
readingtt. Brown seconded the motion. Vote on the motion was:

and therefore Ordinance No. 21~~ T~aas passed and adopted on second
reading.

The TJillage Attorney read in full an Ordinance annexing
certain parcels of land to the territorial limits of the Village
• of Tequesta with an R-1 Zoning Classification with a conditional
use for Public Utility structure (fire station). Yoder moved,
"that the land described in the Ordinance proposed by the V:i.llage
of Tequesta for annexation of the fire station be annexated and
that the Mayor be authorized to sign thA petition". The motion
was adopted.
Brot~n moved, "that we approve this agreement (with Palm
Beach County Sheriff for housing of Village Prisoners)". T~~e
motion was adopted.
Ron Dickson, Robert E. Owen & Associates, gave up-to-date
report on Tequesta Drive Improvements. Council talked briefly
about the letter from B & M Joint Enterprises.
Mr. v'Tilliam B. Sydow, Gee 8c Jenson Engineers-Architects-
Planners, Inc., presented Council with a draft of a supplemental
agreement bet~~reen the Village of Tequesta and Gee 8c Jenson.
Mr. Roger G^S. Fulling, ti^Jater Consultant to Council, told Council
he had checked Gee & Jenson out and found them to be qualified
Engineers and recommended that Council accept Gee 8c Jenson 's
Agreement Amendments. Brown moved, "that Gee & Jenson be authorized
to present an amendment to their contract, execute same as
discussed tonight and present to Council for final consideration
and execution by Council". The rotion was adopted.
• The Village Manager road a Resolution by "title only"
asking for State Department of Transportation to expedite construction
of Alternate A1A in Tequesta and Jul_~iter. Huggins moved, "that
the Resolution be adopted". Vote on the motion was:

and therefaa~~: Resolution No. ~-76/77 was passed and adopted.
Council discussed letter from. Florida Fewer & Light on
the delivery of bills door to door and 1~2r. Harp informed Council
that the Village would not be eligible for lower insurance
because of ~-.he new fire statio~i.
The Village Manager explained to Council the reason t)Za
~'~Tater Department needed a new truck, Brown moved, "that we
purchase the one recommended by the Village Manager (1977 Ford
3/4 ton pick-up truck with Reading Body from Al Packer Ford
on their bid of $3,715.62)". The motion was adopted.

The Police Chief reviewed with Council the installation of
• 'tNo Thru Truckn traffic sign in the Village of Tequesta and the
sign Ordinance. The Council discussed brief ly the Police
Benevolent Association.
The meeting was adjourned at 11:25. P.M.
