Present were Baron, Brown, Campbell, Huggins and Yoder. Also present were Robert Harp, Village Manager, Cyrese Cclbert, Village Clerk and John C. Randolph, Village Attorney, Outgoing Mayor Campbell gave the Prayer and the Pledge of Allegiance to the Flag. Changes to the agenda were made and approved and N~ayor Campbell made the announcements. Mrs. Butterfield and Mrs. Campbell displayed the "Village of Tequesta, r~elcome" signs that were recently finished and installed in differenct areas of the Village. Nlrs. Butterfield talked on the history behind the signs. The Council Meeting I~iinutes far February &, 1977, Public Hearing for February 22, 1977 were received as corrected. The Council Meeting Minutes for February 22, 1977, March $, 1977, Special Council Meeting Minutes March 16, 1977, Village Manager's Report March 6 through March 19, 1977 were received. The Financial Report for February, 1977 and Water Department Financial Statement for February, 1977 were received. The Village Attorney read a Resolution of the Village of Tequesta, amending Resolution No. 7-76/77 to include three additional parcels for right-of-way acquisition as utility easements for water transmission and distribution facilities" Yoder mot,<ed, "the Resolution be adopted". Brown seconded the motion. Vote on the motion was: Baron Brown Campbell Huggins Yoder Against -For ®Fo r - Against -For and therefore Resolution No. 10-76/77 was passed and adopted. Yoder moved, "that the Village Council notify Mr. Panza that we will not voluntarily recognize the Police Benevolent; Association, but that they proceed as they see fit under the law with the filing of a Recognition Certification Petition". The motion was seconded and was approved with Campbell opposing. 3-22-77 -2 Council discussed the Audit Report for fiscal year ending September 30, 176. Huggins moved, "that the Annual Audit Re Nort of the Village of Tequesta be received". The motion was adopted, Ma,ror Campbell passed the gavel to Vice-Mayor Brown and told the Council and Visitors about the newest resident of the Village, a bottled-nosed dolphin, which makes the Loxahatchee River its home. Campbell read a Resolution of the Village of Tequesta, Florida, naming its new resident (Silky)". Campbell moved, 'tthat we adopt this resolution naming its newest resident". The motion was adopted. Council discussed briefly the improvements on Tequesta Drive. Brown moved. "that we certify the election result of March 15, 1977 Electionand include the election of James H. Ryan°'. The motion was seconded and adopted, Outgoing Councilmember Baron and Mayor Campbell made their departing remarks. The Village Manager gave the "Oath of Office" to the new Councilmembers, James H, Ryan, Seat ~2 and W. Harvey Mapes, Seat ~~.. Huggins moved, "I hereby resolve that Howard Brown shall • be appointed as and to be Mayor of the Village of Tequesta pursuant to Article II, Section 2.06, Mayor and Successors, of the Charter of the Village of Tequesta". The motion was adopted and the Village Manager gave Brown the "Oath of Office" of Mayor. Huggins moved, "I hereby resolve that W. Harvey Mapes shall be appointed as and to be Vice-Mayor of the Village of ~~~questa pursuant to Article II, Section 2.06, Mayor and ~~~:~cessors, of the Charter of the Village of Tequesta". lie motion was adopted and the Village Manage i^ gave the Oath of Office of Vice-Mayor to W. Harvey Mapes. Huggins moved, "I hereby resolve that Joseph Yoder shall be appointed as and to be Treasurer of the Village of Tequesta pursuant to Article II, Section 2.06 Mayor and Successors, of the Charter of the Village of Tequesta". The motion was adopted, Yoder moved, "that Steve Huggins be reappointed Tax Assessor for the Village of Tequesta". The motion was adopted. Yoder moved, "that James Ryan be appointed to the office of Tax Collector". The motion was adopted. The motion was adopted. The Village Oath of Office to the Village Manager to the Village Clerk, (Cyrese Colbertj. The Clerk would be given the Oath of Office at Village Manager told Brown. Yoder moved, "that we accept the Village Manager's recommendations for appointment of Department Heads (which are as follows: Police Chief: Henry M. Dusenbery; Building Official: Alvin W. Butterfield; Water Department Superintendent: James W, Worth; Street Maintenance: Curtis Sapp; and Recreation & Parks: Gary Preston)TM. The motion was seconded and approved. The Village Manager gave the Oath of Office to the Police Chief . Huggins moved, "to approve the Village checking accounts and saving accounts (see attached exhibit "A")". The motion was seconded and approved. Mapes moved, "that Howard Brown be the Representative of this Council to the Loxahatchee Council of Government". The motion was adopted. Yoder put before the Council the idea of appointing a Committee to study various complaints made by Village Police Department Personnel, but in no way to interfer with the • union drive and asked the Village Attorney to draw the guide- lines for such a Committee. Council discussed with the Attorney this subject. Huggins moved, "that we reconsider the motion passed earlier concerning the Police Benevolent Association". The motion was adopted. Huggins moved, "that the Village Attorney write Mr. Panza from the Police Benevolent Association informing him that the Council does not wish to voluntarily recognize that organization as the exclusive Agent for the Village of Tequesta and that the Village Attorney review for report to this Council the probable sequence of event which would take place if we selected option 2 or 3 (Panza letter dated March 7, 1977) and an assessment of probable expenses".
