R~TINUTES OF THE MELTING OF THE COUNCIL
THE VILLAGE C TEt~UESTA, FLORIDA
April 26, 177
A Council T~ieeting of the Village of Tequesta, Florida,
was held :gin Tuesday, April 26, 1.°77 at 7:30 P.M. in the Village
Hall. Present were: Brown, T~:apes, Ryan and Yoder. Huggins was
out of to,lln on business. Also ,resent were Rabert Harp, Village
Manager, Cyrese Colbert, Village Clerk and John C. Randolph,
Village Attorney. Opening Prayer and Pledge of Allegiance to the
Flag was given by Vice-Mayor r1lapes. Changes to the Agenda were
made and approved, and I~iaycr Brown made the announcements. The
Village l~Ta~ager's Reports of T~arch 20 through April ~, 177,
April 10 through April 23, 1G77, the Financial Report for I~iarcr~,
1'77 and :later Department F~_n~zncial Report for March, 1977 were
received.
Mr, ~~~aarslag spoke to Cc;uncil about speeding motorcyc7_e
and growt~~: of weeds on certa:.ri 7_ots on Riverside Drive .
Mr, Recroft asked Council to approve his request to sub-
divide hi;~ 3/~. acre parcel of land. Council had discussion on
this requ~~t and Yoder moved, "to approve the request to sub-
divide th<~ Recroft property subject to there being no legal
impedimen,~~T". `I'hc motion was adopted.
The ?rz.llage Attorney informed Council that i:f the Village
'~~ ~-~- a:"~~:~itration of the fire protection charge for the Town
of Junitei residents the minimum spent would be $200 or $300 fur
arbitration. The Village would alsc be responsible for witness
~'ee and teat kind of cost involved. The Council agreed that the
Village would not do anything at this time.
The Village Attorney spoke briefly on the new code of
Grdinance for the Village. Tre Village Manager also discussed
the new code with Council,
I~Tr, ,~Tilliam B, Sydow, Gee P~ Jenson Engineers, Architects,
Planners, Inc. informed Cauncil that he is still hoping for
June 1S, 1°77 as a date to start receiving water from Tri-Southern.
T~~ir. Sydow read his letter to Cauncil dated April 26, 1977,
about a possible water use restriction being put into effect.
Council agreed that they would call an Emergency Special Council

Mr, Dixon, Robert E. Ou•Jerz & Associates, gave an uptodate
report on the Tequesta Drive Improvement project.
~`1r. Cleveland, Community Appearance Board, told Council
that the Coc~~munity Appearance Eoard has considered the request
of Council asking them to make recon-.mendation of maintaining
road right-of-ways within the Village. NIr. Gleveland told Council
the Board recommended that tPae Village of Tequesta continue the
maintenance of the right-of-way in the Country Club Community (South
Gate only). Yoder moved, "to accept the recommendation of the
Community 'appearance Board". The motion was seconded and approved,
The Village Building Official explained the need for a
Resolution urging action to initiate a mandatory Statewide
Certification Program for Construction Code Enforcement Official.
Council asked the Building O~ficial to obtain more information
on the Resolution and to submit the Resolution at the next
council T~Ie~ting.
I~1r, acne Caputo, Area Planning Board for Palm Beach County,
told Council tiahy it was necessary to have the Village Comprehensive
Plan upda~~~d. Council had discussion then the Mayor read the
contract ~.~~. full. Mapes moved, "that Council authorize you
(l~iayor an~~. Village l~ianager) to enter into the contract with the
Area Planning Board to complete the Comprehensive Plan for the
Village o:" Tequesta which would comply with the State of Florida".
The motion ~~~as seconded and approved.
The Village Manager discussed with Council the work cost
of the areas needed to be repaired on Country Club Drive and
the April ?~., 1977 letter from Loxahatchee River Environmental
Control D:I_strict on their work scheduled far Country Club Drive.
Mapes move:;:a., "that we authorize the ~jillage Manager to spend
not in excf:1ss of ~7, 500 to re~?air Country Club Drive as he
has descr_ibed'', The motion u~Tas seconded and approved.
Council discussed on their reports Loxahatchee River
Environmerz`~al Countrol District in volvment with Tri-Southern:

Yodea_~ ra~oved, "that the T~"_ayor unite a letter to the Palm B~:ach
County Leg-' dative Delegation in ol~positio.n of House Bill 2C~".
The Motion tivas seconded and a.~~proved.
Mapes moved, "that the Village l~Tanager write a letter to the
Palm Beach Legislative Delegation opposing the I~Tunicipal Public
Utilities Service Tax". The motion z:as seconded and adopted.
Mapes moved, "James Morrow, Carroll D, Head, John Giba
and Alexander H, Reynolds that they be appointed to the

Comprehensive Planning Committee". The motion was seconded and
approved,
