MINUTES OF THE MEETING OF THE COUNCIL
THE VILLAGE OF TEQUESTA, FLORIDA
May 24, 1977
A Council Meeting of the Village of Tequesta, Florida, was held
on Tuesday, May 24, 1977 at 7:30 P.M. in the Village Hall. Present
were Brown, Huggins, Mapes, Ryan and Yoder. Also present. were
Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and
John C. Randolph, Village Attorney. Opening Prayer and Pledge of
Allegiance to the Flag was given by Councilman Yoder. Changes to the
Agenda were made and approved. Mayor Brown made the announcements.
The Council Meeting Minutes for Play 10, 1977 were received as corrected.
The Village Manager's Report for May 8, 1977 through May 21, 197,
Financial Statement for April, 1977 and Water Department Financial Statement
for April, 1977 were received.
Mr. John Giba asked about fire hydrants being checked periodically.
Mr. Bob Dewey talked to Council about the need of additional
members to the Sign Committee and the need to enforce the present
Sign Ordinance. Council discussed at length then advised the Village
Attorney, Village Manager and the Sign Committee. to meet and work out
details for a change .in the Sign Ordinance.
The Village Attorney described the Lease Agreement for Lot A, B,
and C, Tequesta Subdivision to Tequesta Country Club Community from the
Village of Tequesta. Ryan moved, "that the lease be approved". The
motion was seconded by Mapes and vote on the motion was:

and therefore the motion was adopted.
The Village Attorney explained and read in full an Ordinance
of the Village of Tequesta, Florida, repealing Ordinance No. 207
entitled, "an Ordinance of the Village of Tequesta, Florida, suspending
the issuance of new service connection to its sewer and water plant
after a certain point, except in certain instances as hereinafter set
forth; and providing for the suspension of the issuance of building
permits until sewer and water can be provided; and further repealing
Ordinance No. 219 entitled, "an Ordinance of the Village of Tequesta,
Florida, amending Ordinance No. 207 to provide for the issuance of
a limited number of water service connections according to certain
procedures and under certain conditions"; providing an effective date.
Huggins moved, "for approval of this Ordinance on first reading".

Vote on the motion was:

and therefore the motion was adopted and first reading was approved.
The Village Attorney explained and read in full an Ordinance
of the Village of Tequesta, Florida, amending Ordinance No. 240 of the
Village of Tequesta, which Ordinance amended Ordinance No. 134
establishing a schedule of water rates for the operation of the water
distribution system of the Village so as to provide a reduced
Capital improvement charge for applicants which have applied for new
service connections pursuant to Ordinance No. 219; providing an
effective date. After some discussion Huggins moved, "for approval
of this Ordinance on first reading". Mapes seconded and vote on
the motion was:

• and therefore first reading of this Ordinance was passed and adopted.
The Village Attorney explained and read in full an Ordinance of
the Village of Tequesta, Florida, repealing Ordinance No. 223, entitled
an Ordinance of the Village of Tequesta, Florida, amending Resolution
No. 6-72/73 to provide for the granting of permits to allow the drilling
of individual home supply wells for domestic, non-irrigation purposes
within the Village of Tequesta for all properties located within the
peninsula area between the North Fork and the Northwest Fork of the
Loxahatchee River providing an effective date. After some discussion
Yoder moved, "that first reading of this Ordinance be adopted". Mapes
seconded and vote on the motion was:

and therefore first .reading of this Ordinance was passed and adopted.
Mr. William B. Sydow read his letter to Council dated May 24, 1977.
This letter was a progress report on the Water Supply and Distribution
System Improvements,

Councilmember Yoder read his "working paper" dated May 23, 1977
• in regards to the Loxahatchee River Environmental Control District.
After some discussion on the Loxahatchee River Environmental Control
District and Tri-Southern Ryan moved, "to have a workshop meeting
Tuesday, May 31, 1977 at 7:30 P.M. to hear Representatives of Tri-Southern".
The motion was seconded and adopted.
Yoder moved, "that we appoint Charles Prescott to serve as
the Village Civil Preparedness Director". Huggins seconded and the motion
was adopted.
Ryan moved, "to appoint Jim Stewart (Sign Committee), Reed Fitton
(Annexation Committee), George Fischer (Transportation Committee), these
gentlemen to these Committees as designated". The motion was seconded
and approved.
Mapes moved, "to approve the additional amount of $634.56 for
improvement to Country Club Drive". The motion was seconded and
approved.
Huggins moved, "to approve the revised Water Department Budget"
The motion was seconded and approved.
Mapes moved., "that the Budget for the Village of Tequesta be
approved as amended". The motion was seconded and approved. Mapes
moved, "that the Budget be changed to show a utility tax income $97,400
and that the fire hydrant rental fee be reduced to zero from $7,400
(that will let the budget remain at $96,410 as it is now)". The motion
was seconded and approved.
Huggins moved, "that the Village Manager respond to this letter
in stating that the Village does not recommend that the County Commission
assume that responsibility (West Palm Beach Auditorium)". The motion
was seconded and approved.
Yoder moved, "that we concur with the Resolution No. 9-1977 of
the Palm Beach County Municipal League ". The motion was seconded and the
motion was adopted.
Mapes moved, "that the Village Manager be authorized to spend up
to $2,500. for revision to the Village Hall public address system".
The motion was seconded and approved.
The meeting was adjourned at 10:55 P.M.
