HomeMy WebLinkAboutMinutes_Regular_09/27/1977• MINUTES OF THE MEETING OF THE COUNCIL THE VILLAGE OF TEQUESTA, FLORIDA September 27, 1977 A Council Meeting of the Village of Tequesta, Florida, was held on Tuesday, September 27, 1977 at 7:30 P.M. in the Village Hall. Present were Brown, Huggins,Mapes and Ryan. Also present were Robert Harp, Village Manager, Cyrese Colbert, Village Clerk, and John C. Randolph, Village Attorney. Councilmember Yoder was on vacation. Opening Prayer and Pledge of Allegiance to the Flag was given by Vice N,ayor Mapes. Changes dding: le. Minutes of Workshop Meeting ~.a. Revisions to 197677 Budget and 5c. Mutual Aid Agreement were made and approved by Council. Announcements were made by Mayor Brown. The Minutes for September 13, 1977 Council Meeting, the Village Manager's Report September 11, 1977 to September 25, 1977, the Village's and Water Department Financial Statement for August, 1977 and the Minutes of September 19, 1977 Work- shop Meeting were received. • Mr. Bob Dewey spoke to Council regarding the Sign Ordinance. Council discussed a Resolution entitled A RESOLUTION OF THE VILLAGE OF TEQUESTA, FLORIDA, REQUESTING THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS TO INCLUDE THE VILLAGE OF TEQUESTA APPLICATION AMONG THOSE REQUESTING FINANCIAL ASSISTANCE FROM THE LOCAL GOVERNMENT COMPREHENSIVE PLANNING ACT ASSISTANCE FUND PROGRAM FOR 1977-197$. Huggins moved, "for adoption of this Resolutions. Mapes seconded and vote on the motion was: Mmes -for Brown -for Huggins -for Ryan -For and therefore Resolution No. 1$-76/77 was passed and adopted. The Village Manager explained to Council a Resolution entitled A RESOLUTION OF THE VILLAGE OF TEQUESTA, FLORIDA TO THE F~ORIDA STATE 1977-7$ CONSTITUTION ..REVISION COMMISSION RESPECTFULLY REQUESTING A PROPOSED REVISION TO FLORIDA STATE CONSTITUTION ARTICLE VIII SECTION 1 (h). After discussion the Village Attorney read the Resolution by "title only". The • Resolution requests the Florida State 1977-7$ Consititution 09-27-77 -2 Revision Commission to propose a revision to the Florida State Constitution Article VIII, Section 1. The Village Manager explained to Council the necessary changes needed to be made to the Village 1976/77 Budget. After Council discussed this item Ryan moved, t'that we approve the Budget Revision for 1976/77 as outlined in the memorandum of September 27, 1977 from the Village Manager (see attached)tt. The motion was seconded and adopted. Mr. Stacey Thomas, Director of the Jupiter Community School Program, reviewed the Community School Program with Council and the audience. Mr. Thomas said the 1976 Summer program in the Eisenhower area had a good participation and • the program is feeding about 52 to 5$ Senior Citizens. Mapes moved, "that the Agreement (between the School Board of Palm Beach County and the Village of Tequesta) be approved and that the Mayor be authorized to execute same". The motion was passed and adopted with Huggins opposing. Mr. Otto B. DiVosta showed pictures of the proposed Tequesta Pines Subditrision and reviewed with Council their plans for the development. It is to have~`~~~ single family lots with 4 acres being designed as green areas. The area falls within the single family density of the existing Village Land Use Plan of 0-3.6 dwelling units per acre. The subdivision is on the Water Waiting List and the Village water system will provide water subject to the various rules and regulations including deeding the water mains, hydrants, etc. to the Village. Mr. DiVosta had agreed to provide a loop from Seabrook Road to Riverside Drive as requested by the Water Department Engineer, After a lengthy ~~iscussion Mapes moved, "to approve the sketch plan subject to any lots therein ~~ <.~~~L_ ~ ~ conformity with present Zoning Ordinance and subject to those lands outside the Village being legally annexed to the Village". Ryan seconded and vote on the motion was: Brown -For Huggins -For Mapes -For . The Village Manager told Council he had received letters from D.C. Huskey of William R. Hough & Co., Financial Advisors and W.B. Sydow of Gee & Jenson, Consulting Engineers and both approved the proposed bud et. Mapes moved, "that the Water Department Budget for 1977/? be approved". The vote on the motion was: Brown -For Huggins -For Ma pe s -Fo r Ryan -For and therefore the motion was passed and adopted. r~ LJ contact Jenkins Landscaping and ask them to give a price of sodding the parking area and to bring that price back to Council for its approval. Council discussed bids received for Villag® Green Improvements and agreed that the parking area could be eliminated and sodded instead. Council directed the Village Manager to The Village Manager informed Council that there were no bids received on the interior remodeling of the Village Hall. Mapes moved, "that the Village Manager be authorized to do remodeling of the Vill a Hall at a cost based on time and material not to exceed3,1~00.00 in accordance with the plans submitted to the Village Council". Huggins seconded and the motion was passed and adopted. Council discussed a Mutual Aid-Agreement between the Village of Tequesta and Palm Beach County. The Mutual Aid Agreement is needed for reimbursement of expenses should a hurricar~ or other disaster strike and the President declare Palm Beach County as a major disaster area, agreement is executed by both entities. Ryan. moved, "that the Council adopt the Agreement and authorize the Mayor to sign such". The motion was passed and adopted. IInder Councilmember's Reports Mayor Brown announced a meeting held between himself, the Village Manager and Dr. Meyer. The meeting was held to discuss the possiblity of an agreement between the Village of Tequesta and Martin County for serving the South Martin County area with water. Insurance Expense; increase to $20,700.from $19,000. ($1,700.) Full Sack Payment State Retirement System: decrease to $21,800. from $23,500. ($1,700.) No change in total Administrative Expense of $185,900. t • Office Expense_• Telephone: increase to $2,000. from $1,900. .($100.} Utilities: increase to $4,600. from $4,200. {$400.) Salaries: reduce to $26,052. from $26,552.- {$500.) No change in total Office Expense of $44,900. Building Department Expense: Travel and Car: increase to $700. from $650. ($50.) Miscellaneous: decrease to $914. from $964. ($50.) No change in total Building Department Expense of $21,400.. Public Safety Expense: Car Ex ense: increase to $5,050. from $4,500. ($550.) Telephone:, increase to $2,000. from $1,950. ($50.) Miscellaneous: increase to $2,300. from $2,056. ($244.) New Equipment: decrease'to $2,259. from $3,103. ($844.) No change in total Public Safety Expense of $242,300. • Budget Revisions - 1976/77 - 2 Streets and Maintenance Department Expense: Salaries - Maintenance: increase to $22,850. from $22,814. ($36.) General Maintenance: increase to $9,600. from $9,300. ($340.) Small Tools:. increase to $504. from $450. ($50.) Yard Trash Collection: increase to $37,000. from $35,000. ($2,000.) Due to new franchise effective December 1, 1976. Garbage Collection: decrease to $95,423. from $97,223. ($1,800.) Extra Work: decrease to -0- from $500. ($500.) Street Maintenance: decrease to $5,400. from $5,504. ($104.) No change in total Public Safety Expense of $395,870. These are administrative adjustments reflecting the latest available information and total department budget amounts are not changed. We should approve these revisions at tonight's Council Meeting.
